Dear Mr. Horne:
On 13 April 2017, Jeffrey Cole of the Fayetteville Regional Office, DAQ, met with Mr.
Benny Burr, Environmental Manager and Mr. Dale Kelly, Plant Engineer, and conducted an air
quality compliance inspection at your facility, Homwood Inc., in Lilesville, NC. (;;During the
inspection, Mr. Cole observed that the emissions from your Condenser/Mist Eliminator (ID No.
CD-2) appeared to be emitting greater than 20% opacity. Over an approximately 30 minute
period on your roof, while speaking with your facility's Environmental Manager and Plant
Engineer, they observed this emission source and discussed the questionable emissions. Mr.
Cole asked your plant personnel to look into this operation and determine if all parts of this
source were operating normal.
As cited in your air permit, stipulation A.6, 15A NCAC 2D .0521 Control of Visible
Emissions, "...visible emissions from the emission sources, manufactured after July 1, 1971,
shall not be more than 20 percent opacity when averaged over a six-minute period, except that
six-minute periods averaging not more than 87 percent opacity may occur not more than once in
any hour nor more than four times in any 24-hour period."
Please consult with your control device company's technical contacts concerning the
proper operation and maintenance of both of your facility's Condenser/Mist Eliminators (ID Nos.
CD-1 and CD-2)to ensure their performance is within permitted limits. Also,we encourage you
to contact the NCDEQ's Division of Environmental Assistance and Customer Service (DEACS)
at 1-877-623-6748 (ncenvironmentalassistance.org) for their technical help in improving your
facility's environmental performance.

Please provide to this office as soon as possible, but no later than 26 May 2017, a written
response detailing the reasons for the control device's apparent excessive opacity, and the steps
(and timeline) that you plan to take or have taken to ensure both devices are complying with the
above-mentioned permit requirement.
The Fayetteville Regional Office, Division of Air Quality appreciates your prompt
