Protocol for Particulate and Visible Emissions Testing of
Hot Mix Asphalt Drum Mix Plant(Emissions Source ID ES1), Controlled by Bagfilter CD
Proposed Test Date: May 9, 2017, To be performed by Montrose Air Quality Services,LLC
Dear Mr. Dawson:
The emissions test protocol for Natural gas/No. 2 fuel oil/used No.2 fuel oil/No.4 fuel oil/used No. 4
fuel oil-fired double barrel drum mixer(116 million Btu per hour maximum heat input)ES1 has been
reviewed and is approved. The emissions standards that apply are 40 CFR 60 Subpart I Standards of
Performance for Hot Mix Asphalt Plant Facilities and 15A NCAC 2D .0506 Particulates from Hot Mix
Asphalt Plants. Permit conditions A.3 and A.6 define the applicable emissions limits for 15A NCAC
2D .0506 and 40 CFR 60 Subpart I,respectively. The table below lists the pollutants, limits, and the
proposed test methods:
Regulation Pollutant EPA Method Run Time Emissions Limit
Filterable 3 runs,60 minutes
NSPS Subpart I Particulate 5 and at least 0.90 dscm 90 mg/dscm
(31.8 dscf) each
NSPS Subpart I Visible
and Emissions 9 3 runs,60 minutes each <20%
15A NCAC 2D .0506
15A NCAC 2D .0506 Total Particulate 5/202 3 runs,60 minutes each Calculated based on
test production rate*
* E=allowable emission rate(lb/hr),P=process rate(tons/hr)
For P<300 tons/hr: E=4.9445 * (P)1.4176 calculated to three significant figures and
For P>300 tons/hr: E=60.0 lb/hr.
EPA Method 3 section 1.3 allows assigning a value of 30.0 for dry molecular weight, in lieu of actual
measurements, for processes burning natural gas, coal, or oil subject to approval of the administrator. The
subject test location is a combustion source; therefore, a dry molecular weight value of 30.0 shall be used
in lieu of an actual stack gas analysis.
The plant permitted maximum production rate of ES is 350 tons per hour and testing should occur at
or above 90%of the permitted rate. The test period process rate information must be included in the
report.
