The emissions standards that apply are 40 CFR 60 Subpart I Standards of Performance for Hot Mix Asphalt Plant Facilities and 15A NCAC 2D .0506 Particulates from Hot Mix Asphalt Plants. Permit conditions A.3 and A.6 define the applicable emissions limits for 15A NCAC 2D .0506 and 40 CFR 60 Subpart I,respectively. EPA Method 3 section 1.3 allows assigning a value of 30.0 for dry molecular weight, in lieu of actual measurements,for processes burning natural gas,coal, or oil subject to approval of the administrator. The subject test location is a combustion source; therefore, a dry molecular weight value of 30.0 shall be used in lieu of an actual stack gas analysis. The plant permitted maximum production rate of ES is 350 tons per hour and testing should occur at or above 90%of the permitted rate. The test period process rate information must be included in the report.
