Dear Mr. Pitts:
The North Carolina Division of Air Quality has reviewed the protocol for the particulate matter(PM) and
visible emissions(VE)testing of boiler ES-515. The proposed test methods and operating conditions are
acceptable for the compliance testing as discussed below.
Emission Source ES-515 is a wood waste/coal-fired boiler with no flyash reinjection controlled by
multicyclone CD-515. The maximum permitted heat input rate is 25 million Btu per hour. 15A NCAC
2D .0504 Particulates From Wood Burning Indirect Heat Exchangers and 15A NCAC 2D .0521 Control
of Visible Emissions apply. 15A NCAC 2D .0504 limits PM for wood firing to 0.57 pounds per million
Btu and 15A NCAC 2D .0521 limits VE to 40%opacity.
Montrose has proposed EPA Method 5/202 for total particulate matter and EPA Method 9 for visible
emissions. EPA Methods 1, 2, 3A and 4 are also proposed in support of the EPA Method 5/202 PM
sampling. The proposed operating rate is 90%of normal operating load. The protocol submittal form
indicates that the fuel usage will be monitored and reported in terms of pounds per minute of wood
burned. The proposed methods are acceptable.
Approval of this sampling protocol does not exempt the tester from the minimum requirements of the test
