Dear Mr. Aust:
The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal form
(PSF) for carbon monoxide(CO) emissions testing of Emission Source ES-I4. The proposed
testing is acceptable as discussed in this letter.
Emission Source ID ES-I4 is a diesel-fired peak shaving generator controlled by diesel oxidation
catalyst CD-I4. The maximum permitted capacity is 764 horsepower. 40 CFR 63 Subpart ZZZZ
National Emission Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal
Combustion Engine(RICE). The engine is classified as new under the regulations. 63 Subpart
ZZZZ requires a minimum CO reduction efficiency greater than or equal to 70%.
Integrity proposed inlet and outlet sampling in accordance with EPA Methods 3A and 10 to
determine the CO removal efficiency. The DAQ requiress that EPA Method 3A and 10
sampling be performed simultaneously at the inlet and outlet. Please ensure that CO and 02 are
dry measurements. This testing is acceptable.
The PSF states "Inlet and outlet oxidizer pressure or differential pressure and engine
temperatures will be electronically logged every minute and engine kW output will be manually
logged every five minutes." The proposed process monitoring is acceptable. Please note,the
permit requires monitoring of inlet temperature and oxidizer differential pressure. Since the
monitoring is routinely performed using station instrumentation, DAQ requires this station
instrumentation be used to obtain the inlet temperature and differential pressure during
compliance testing. These station instruments should be periodically calibrated to ensure proper
indication. All required process data shall be included and averaged in the test report.
Testing must be conducted at 100%(+/- 10%)of maximum load or at full normal load. Please
document the load conditions in the final test report and appropriate additional documentation to
demonstrate that this load was representative if not performed at maximum load.

Approval of this sampling protocol as documented above does not exempt the tester from the
minimum requirements of the sampling methods nor does it exempt the facility from any regulatory
or testing requirements. Deviations from this approved protocol remain subject to approval by
