Dear Mr. Melton:
Your air permit application (0400053.17A) for Boggs Materials, Inc. - Pee Dee Asphalt Plant,
located in Anson County, North Carolina received by this Division on November 2, 2017 has been
deemed to be incomplete. Your air permit application request must include the following items:
Emissions Inventory Requirement:
Your application for renewal did not contain the required two copies of the completed air
emissions inventory and certification form. As stated in the reminder letter from this office, a
complete air permit renewal application must contain the completed air emissions inventory.
Your application for renewal is placed on hold until an original and one copy of the completed air
emissions inventory (but only one copy of the calculation documentation) and certification form
are submitted to our office. If this required information is not received by at least 90 days prior to
the expiration of the permit as originally requested, you will be in violation of General
Condition and Limitation B.11 of your permit and 15A NCAC 2D .0202.

In summary, this application did not contain all the required elements as indicated above and
has not been accepted for processing. This information must be submitted and contain the above
requested information. The air emissions inventory must be submitted to our Office at least 90
days prior to the expiration of the permit. All other requested information must be submitted to
our Office within thirty (30) days or the application may be terminated.
