ABRACZINSKAS Air Quality Director ENVIRONMENTAL QUALITY 26 September 2017 Mr. Charles Horne, Owner Hornwood Inc. 766 Hailey's Ferry Road Lilesville,NC 28091 9759 SUBJECT: Compliance Information Requested: Operations,Inspections and Maintenance Plan Homwood Inc.., Air Permit No. 04888R14 Lilesville, Anson County,NC 06/04-00009 Fee Class: Synthetic Minor Dear Mr. Horne: On 8 August 2017, Jeffrey Cole, with the Fayetteville Regional Office Division of Air Quality (FRO DAQ), met with Mr. Dale Kelly, Plant Engineer, and conducted an air quality compliance inspection at your facility,Hornwood Inc., in Lilesville,NC. This inspection was to verify the repairs and upgrades on the condenser/mist eliminator controls (CD-1 and CD-2)that were detailed in your 22 May 2017 response to the 28 April 2017 Compliance Additional Information letter sent to you from this office. Visible emission observations of both CD-1 and CD-2 appeared to be well within the permitted emissions limits during this inspection. Mr. Kelly explained the issues that the comprehensive internal inspections of each condenser/mist eliminator had uncovered, how they had been repaired, and the upgrades that added additional cooling water to the units. Mr. Kelly also spoke about implementing additional inspections and maintenance(I&M)and additional parametric monitoring to detect if the control device performance was degrading and allow for corrective action prior to exceeding emission standards in the future. The expanded Operations, Inspections and Maintenance Plan, as explained by Mr. Kelly appears to be a significant step forward with respect to your facility's compliance with the air quality permit. Please provide a written copy of the expanded Operations, Inspections and Maintenance Plan that includes the additional I&M and parametric monitoring efforts your facility plans to implement to ensure these emission controls are maintained and are properly operating to control emissions. Please provide this documentation as soon as possible, but no later than 25 October 2017. The Fayetteville Regional Office, Division of Air Quality appreciates your prompt attention to this matter.
