Report Date. �C1 Initial Compla t: On 07 July 2017 at—1515,I Joshua Harris, DAQ FRO, received an anonymous dust complaint in which the complainant was not witness to the dust issue, but was calling on behalf of a family member who had health problems, and had issues with dust from the facility. The complainant stated that there was dust coming from a concrete plant on City Pond Road in Wadesboro,and that water frequently runs across the street, leaving cement slurry which is very slippery. I asked if the dust issue was occurring now, and the complainant wasn't sure, since the call was being made on behalf of another person. Directions: From FRO,take Hwy 401 South.to Wagram and turn right onto Old Wire Road. Turn right onto US 74 west to Wadesboro. In Wadesboro,turn left onto Highway 109 South, and follow it to City Pond Road(SR- 1142)on left. Hildreth Septic Tanks is on left approximately 2-3 miles. Previous History with DAQ: Hildreth Ready Mix was the subject of a similar complaint in August of 2016. Summary of investigation: 7-14-2017 I Mike Thomas and Josh Harris both of FRO DAQ conducted a site visit to the Hildreth Ready Mix Plant to investigate this complaint. The facility was not operating at the time of investigation. Mr. Harris and I observed the plant and the surrounding area. No excessive dust was observed. According to what the complainant told Mr. Harris, many of the pine trees in the area around the plant had been impacted by the dust and were dying as a result. We saw no dying trees or accumulated dust on the trees. Mr. Harris and I proceeded to the office to meet with Mr. Hildreth. We informed him of the complaint and what we observed. Mr. Hildreth stated that he was in a land dispute with his neighbor and that the neighbor was likelythe person who complained about dust. Mr. Hildreth went on to say that his neighbor is basically using the property as a landfill. He stated that his neighbor is bringing in all kinds of trash and burying it on the property. I inquired if he had spoken to anyone with Anson County Solid Waste about the situation. Mr. Hildreth stated that he had spoken to the county but that the county was unwilling to come out and investigate. ConclusionlRecommendcation: Based on what was observed at the facility,there was no compelling evidence to support the complainant's claim that there is excessive dusting coming from the facility. I also recommend discussing the situation with the neighbor with Solid Waste to see what assistance they can provide.
