Particulate Matter and Visible Emissions Testing of Asphalt Plant ES 1
Performed on May 19,2017 by Montrose Air Quality Services
Montrose Air Quality Services(MAQS)performed EPA Methods 5/202 for particulate matter(PM)
emissions and EPA Method 9 for visible emissions(VE)on a double barrel drum mixer, ID No.ESl,
May 19,2017. The visible emissions measurement was performed on the bagfilter stack. The emissions
test results demonstrate compliance with the applicable regulations.
The tested source is a hot-mix asphalt drum mix plant consisting of a double barrel drum mixer ES
controlled by a bagfilter CD1. The maximum permitted process rate is 350 tons per hour(ton/hr).
40 CFR 60 Subpart I Standards of Performance for Hot Mix Asphalt Facilities and 15A NCAC 2D .0506
Particulates from Hot Mix Asphalt Plants applies. 60 Subpart I limits filterable PM to 90 milligrams per
dry standard cubic meter(mg/dscm) [0.04 grains per dry standard cubic foot(gr/dscf)]. Subpart I also
limits VE to less than 20%. 2D .0506 limits total PM emissions based on process throughput rate. The
permit states the total PM emission limit is 60 pounds per hour(lb/hr)for process rates greater than or
equal to 300 ton/hr. The test report indicated there was a problem with nozzles used during Run 1 and
data was presented as the average of all three runs and the average of runs 2 and 3. The data used in the
table below is the 3-run average.

Emissions testing should occur at 90%of the permitted maximum. Asphalt production during testing
averaged 335 ton/hr. This production rate is acceptable. The PM and VE emissions results are
