October 25,2018 DAQ Tracking No. 2018-275ST Dear Mr.Aust: The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal form(PSF)for CO emissions testing of generator ES-I4. Integrity Air Monitoring proposes EPA Method 3A for oxygen(02) and EPA Method 10 for CO emissions testing. The proposed methods are acceptable for demonstrating compliance with the applicable regulations. ES-I4 is a diesel-fired peak shaving generator controlled by diesel oxidation catalyst CD-I4. The generator is rated at 764 horsepower maximum capacity. 40 CFR 63 Subpart ZZZZ National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines applies and specifies CO emissions shall be reduced by 70%or more using an oxidation catalyst. Permit condition 2.1.C.3 states the temperature of the catalyst inlet should be maintained at >_450 OF and< 1350 OF. The pressure drop across the catalyst should be maintained f 2 inches of water from the pressure drop that was measured during the most recent performance test with the engine operating at±10%of full load. Integrity proposes testing at the inlet and outlet of the catalyst with the differential pressure across the catalyst and temperatures being measured every minute and engine output being measured and recorded every 5 minutes. Approval of the protocol does not exempt the tester from the minimum requirements of the methods. Deviation from the methods remains subject to approval by DAQ.
