The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal form(PSF)for the PM
testing of wood-fired boiler ES-2. ESS proposes EPA Methods 5/202 for the total PM emissions testing. The
proposed methods are acceptable for demonstrating compliance with the applicable regulations.
ES-2 is a 13.9 million Btu per hour(mmBtu/hr)maximum heat input rate wood-fired boiler controlled by
multicyclone CD-2. 15A NCAC 2D.0504 Particulates from Wood Burning Indirect Heat Exchangers applies and
limits total PM to 0.65 pounds per million Btu(lb/mmBtu).
The current permit contains a requirement that stack test results be submitted to DAQ by December 31,2018.
Previous emissions testing of ES-2 has been performed with the boiler operating at 2-3 mmBtu/hr heat input rate
(14-22%of maximum permitted heat input rate). The target process rate for the proposed testing is also 2-3
mmBtu/hr heat input rate. It should be noted that the compliance with the regulations will be considered only for the
process rate that the boiler is operated during the testing. If the boiler is operated at higher operating rates,
additional testing will be required to demonstrate compliance.
The proposed testing is acceptable for demonstrating compliance with the applicable regulations with the
stipulations stated above. Approval of the sampling protocol does not exempt the tester from the minimum
requirements of the test methods. Deviations from the methods remain subject to approval by DAQ. If there are
