October 18,2018 DAQ Tracking No.2018-249ST Dear Ms. Couts: The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal form(PSF)for the proposed formaldehyde and methanol emissions testing of Biofilter CD-18. Integrity Air Monitoring proposes National Council of the Paper Industry for Air and Stream Improvement(NCASI) Chilled Impinger Method for use at Wood Products Mills(CUWP)-98.01 to determine formaldehyde and methanol destruction and removal efficiency(DRE) and to expand the Biofilter bed temperature parameter range. The proposed emissions testing is acceptable. The medium density fiberboard(MDF)process is comprised of refiner ES-01,energy system ES-02-A,two stage dryer ES-02-13,natural gas-fired dryer burners ES-02-C-1 and ES-02-D,MDF board cooler ES-06-13,and MDF press and press hall ES-16. These processes vent to the biofilter CD-18. 40 CFR 63 Subpart DDDD AESAAPS.- Plywood and Composite Wood Products applies and specifies that formaldehyde or methanol emissions must be reduced by 90 percent. The PSF states biofilter operations data and board production and dryer throughput will be tracked continuously throughout each test run. The proposed testing will occur simultaneously at the inlet and exhaust of the biofilter. The PSF states that molecular weight of the sampled flue gas will be assigned a value of 29.0. The proposed testing is approved per the above stipulations. Approval of the sampling protocol does not exempt the tester from the minimum requirements of the test methods.
