Location:
This facility is in Windsor, Bertie County, NC. From WaRO take Hwy 17 North to the junction of Hwy
17/Hwy 64. Turn on Hwy 64 East/17 North,south of Williamston,and follow Hwy 17/13 North. Prior to
the separation of Hwy 13/17 North, turn right onto Country Farm Road (SRI527) at the North Carolina
National Guard Armory. The facility is located about half a mile on the left.
Safety:
PPE should be used at the facility. The inspector will need a hard hat, safety glasses, hearing protection,
and safety shoes. Additionally, a safety vest should be worn when walking in the yard.
Facility Summary:
This facility is a 250-ton/hr batch asphalt mixing plant. The aggregate is conveyed to a drum where it is
dried. A screening process then separates the aggregate. The aggregate is then mixed in the desired
proportions, injected with asphalt, weighed and unloaded into trucks and transported to job sites. This
facility has a multi-site permit that allows for them to locate in Lewiston or Windsor; both sites are in
Bertie County.
I conducted a Full Compliance Evaluation of the Rose Brothers Paving Company's asphalt plant located
in Windsor, NC on 5/3/2018. I arrived at the facility at 8:15 AM and met with Mr. Tim Perry, Plant
Manager. Rose Brothers was performing a PM stack test and I was there to observe the test. They had a
late start so I went with Mr. Perry to the lab trailer to perform a records review of the facility.
After the file review,I was notified that the testing had started on the facilities Asphalt plant.I walked over
to the stack where the testing was occurring, I met with Mr. Perry and the test company from Grace .
Consulting. When I arrived they were part way through the first run. I watched the Tester's perform the
traverse of the rectangular stack. They were doing 25 points, five ports with five points in each port. The
facility was operating at approximately 223 tons per hour during the test.
The first run finished at 10:40 AM. I watched them perform a leak check as well as them washing the
probe and catching all the materials from the probe wash,which was stored in a numbered container in a
secured case. The team also removed the complete filter assembly to weigh later.
I observed run 2 which started at 11:48 AM and finished at 12:58 PM. The test team performed pre and
post leak checks as well as washing the probe with the correct procedure. I left after the second run as the
team was getting lunch and would be starting run 3 after that.
The meter box was calibrated on 4/25/2018, with a AH of 1.866 and a Y:value of 1.013.
