Box 27306 Raleigh,North Carolina 27611-7306 Subject: NCEMC -Anson Plant Lilesville, Anson County,North Carolina Facility ID 0400050, Air Quality Permit No. 09492T08 Nitrogen Oxide Test Protocol for Electric Generating Units 1 through 6 Tracking Nos. 2018-071 st through 2018-076st,respectively Submitted by McHale Environmental Proposed Test Dates: starting May 11,2018 Dear Mr. Porter, The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal forms (PSF) for the nitrogen oxide(NOx) emissions testing. The proposed methods are acceptable for the testing to "re-establish the NOx emission rate vs. heat input rate correlation curves"for the combustion turbines. The sources to be tested are electric generating Units 1 through 6, each unit consisting of two identical Pratt&Whitney FT8 Swift-Pac simple-cycle gas turbines (ES-IA and ES-1B, ES-2A and ES-2B, ES-3A and ES-3B, ES-4A and ES-4B, ES-5A and ES-5B, ES-6A and ES-6B) and one generator. Each turbine is equipped with a water injection system(CD-lA and CD-1B, CD- 2A and CD-2B, CD-3A and CD-3B, CD-4A and CD-4B, CD-5A and CD-5B, CD-6A and CD- 6B,respectively). The nominal heat input capacity for each turbine when firing natural gas is 300 million Btu per hour(mmBtu/hr) and 281 mmBtu/hr when firing No. 2 fuel oil. 40 CFR 60 Subpart KKKK Standards of Performance for Stationary Combustion Turbines applies and limits the 4-hour rolling average NOx emissions to 74 parts per million corrected to 15%02 (ppm@15%02)when firing No. 2 fuel oil and 25 ppm@15%02 when firing natural gas. 15A NCAC 2Q .0317 Avoidance Conditions applies for avoidance of 15A NCAC 2D .0530 Prevention of Significant Deterioration. Permit Condition 2.1.A.5 limits NOx emissions from the twelve turbines to 245 tons per consecutive 12-month period. McHale has proposed EPA Methods 3A and 7E to determine the NOx emissions from the turbines. The target rates for testing are "4 appx equally spaced load points (50%, 67%, 83%, Base) loads per fuel (gas & fuel oil)." The proposed sampling time for each run is>20 minutes. The proposed methods,run time, operating loads for each fuel are acceptable. All parametric data shall be reported in the emissions test report, including the average value for each run and test condition. Approval of this protocol does not exempt the tester from the minimum requirements of the methods. Any deviations remain subject to approval by DAQ.
