ABRACZINSKAS ENVIRONMENTAL QUALITY Director April 23,2018 CERTIFIED MAIL Mr. Blake Arnett Plant Manager 3M Company—Pittsboro 4191 Highway 87 South Moncure,North Carolina 27559 SUBJECT: Notice of Violation 3M Pittsboro—Industrial Mineral Products Moncure,Chatham County,North Carolina Air Quality Permit No. 09006T06 Facility ID: 1900104 Fee Class: Title V Dear Mr. Arnett: The Division of Air Quality(DAQ)has-reviewed the July 1 to December 31, 2017 Semiannual Title V Deviation Report and Opacity Emissions Summary Report, submitted by 3M Pittsboro—Industrial Mineral Products(3M) on January 25, 2018, as well as a revised report submitted February 12, 2018, and a data demonstration submitted April 2,2018. The reports included summaries for the continuous opacity monitoring systems (COMS)operating on the following natural gas-fired dryers: C&S Dryer(ID No. ES 1415), Line 1 Coloring Dryer (ESCPPHI), and Line 2 Coloring Dryer(ESCPPH2). As indicated in Air Permit No. 09006T06, Specific Conditions 2.1.B.2 and 2.1.D.2,the dryers are subject to NCAC 2D .0524(40 CFR Part 60, Subpart UUU-Standards of Performancefor Calciners and Dryers in Mineral Industries, including Subpart A- General Provisions). 3M's semiannual report and supplemental information indicated that daily calibrations were not conducted between July 2, 2017 and August 7, 2017. The failure to comply with the monitoring provisions of 40 CFR 60,13(d)(1)is a violation of Specific Conditions 2.13.2 and 2.1.D.2 of Air Permit No. 09006T06; therefore,this letter serves as a Notice of Violation of 15A NCAC 2D .0524 `New Source Performance Standards" as promulgated in 40 CFR Part 60, Subpart UUU,which includes Subpart A,for not complying with the provisions of 60.13(d). It is requested that a written response to this Notice be submitted as soon as possible,but not later than fifteen(15) days following receipt of this Notice. The response should outline the steps that you plan to take or have taken to assure compliance with the aforementioned requirement at all times.
