Dear Mr. Brown:
Air Permit No. 04852R19 was issued to Hancock & Moore, LLC dba Hancock & Moore Plant 1,
Hickory, Alexander County North Carolina on August 24,2016, with an effective date of August 24,2016.
Specific Condition and Limitation No. A.9.b.i (A-C) of said permit states in part:
"As required by 15A NCAC 2Q .0803,the Permittee shall comply with
the following requirements:
i. Annual Report Requirement-By March 1 of each year,
regardless of the actual emissions, the Permittee shall submit to
the Regional Supervisor, DAQ, a report summarizing emissions
of VOC and HAPs containing the following:
A. the pounds of VOC used during the previous calendar
year;
B. the greatest quantity in pounds of an individual HAP
used during the previous calendar year;and
C. the total pounds of all HAPs used during the previous
calendar year."

The report due on March 1, 2018 has not yet been received by this office. Therefore, this Notice
of Deficiency is issued to Hancock&Moore, LLC dba Hancock& Moore Plant 1 for failure to submit the
required report within the required timeframe in violation of Air Permit No. 04852RI9, Specific
Condition and Limitation No A.9.b.i (A-C).
It is requested that a written response to this Notice of Deficiency be submitted to this office
as soon as possible, but no later-than-ten days following--receipt-of_this notice. Your response should
include the referenced report and describe any corrective actions that have been taken by the company to
assure compliance with the referenced permit condition at all times.
It should be noted that additional documented deficiencies could result in a Notice of Violation by
this office.
