ABRACZINSKAS ENVIRONMENTAL QUALITY Acdnyi iroc for March 26,2018 Mr.James Washburn Environmental Compliance Manager S.T.Wooten Pittsboro Asphalt Plant PO Box 2408 Wilson,NC 27894 SUBJECT: S.T.Wooten Pittsboro Asphalt Plant Total Particulate Matter Testing Protocol for Pittsboro Asphalt Plant Pittsboro,Chatham County,North Carolina Facility ID: 1900023,Air Quality Permit No.01887R21 Proposed Test Date:April 19,2018 Tracking No.2018-082ST Dear Mr.Washburn: The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal form(PSF)for the emissions testing of the Pittsboro asphalt plant. The test methods are acceptable as proposed. TRC Environmental proposed three 60-minute EPA Method 5/202 runs for the total particulate matter(PM)determination. The emission source to be tested is a 250 ton per hour capacity drum type hot mix asphalt plant consisting of aggregate dryer/mixer ID No.ES-14ES1 controlled by horizontal cyclone CD-14-HC1 in series with baghouse CD- 14-BH1.The proposed production rate for testing of 250-280 tons per hour is acceptable. 40 CFR 60 Subpart I Standards of Performance for Hot Mix Asphalt Facilities applies to ES-14ES1 at the Pittsboro plant and limits filterable PM to 90 milligrams per dry standard cubic meter and visible emissions to 20%opacity. 15A NCAC 2D .0506 Particulates From Hot Mix Asphalt Plants also applies and limits total PM based on actual production rate. Any deviations from the proposed sampling program remain subject to approval by DAQ. Approval of the proposed methods does not exempt the tester from the minimum requirements of the testing methodologies nor does it exempt S.T.Wooten from any regulatory requirement.
