Dear Mr.McMillian,
The requirements of Special Order by Consent(SOC)Number 2015-02 have been satisfied by Arauco North
America,Inc(Arauco). Recent conversations between company officials and Division of Air Quality staff have
confirmed that the new emission control equipment required by the SOC has been installed and tested on both the
particleboard manufacturing facility and the medium density fiberboard manufacturing facility in accordance with the
requirements of 40 CFR Part 63 Subpart DDDD National Emission Standards for Hazardous Air Pollutants:Plywood
and Composite Wood Products. Additionally, all stipulated civil penalties required by the SOC have been paid.
As a result of meeting all the required elements and paying the required civil penalties,the SOC terms have been
met in full. Therefore, SOC Number 2015-02 is hereby closed out. Our office is aware that Arauco's Moncure facility
is experiencing operational issues with one of the new emission control devices installed under SOC Number 2015-02
and that the company may request a new SOC to address these issues. The first step in entering negotiations on a new,
potential SOC is to close out the existing, completed SOC.
