Protocols for Emissions Testing of Boilers B-2,B-3 and B-4

Dear Ms.Hill:
The North Carolina Division of Air Quality(DAQ)has reviewed the protocol submittal forms(PSF)for
the emissions testing of Boilers B-2,B-3 and B-4. The proposed test methods are acceptable to determine
the filterable particulate matter(PM),carbon monoxide(CO),mercury(Hg),hydrogen chloride(HCl)and
chlorine(C12) [for HCl equivalent(HCleq)] emissions from the boilers.
Emissions Sources B-2 and B-3 are wood fuel-fired boilers,each controlled by two multiclones
(MC-2/MC-2a and MC-3/MC3a)and an electrostatic precipitator(ESP-2 and ESP-3). The maximum
permitted heat input rate for B-2 and B-3 is 28.7 million Btu per hour(mmBtu/hr),each. Emissions
Source B-4 is a wood fuel-fired boiler controlled by two multiclones(MC-4/MC-4a)and electrostatic
precipitator(ESP-4). The maximum permitted heat input for B-4 is 57.6 mmBtu/hr. The proposed heat
input rate for testing for all three boilers is 90%of permitted maximum. The applicable emissions
standards and limits are detailed in Table 1.

TRC Environmental Corporation proposed the following test methods(see Table 2)to demonstrate
compliance with the applicable emissions standards.The proposed methods are acceptable. TRC
proposed three 90-minute sampling runs and stated,"one source per day will be tested."

The protocol submittal forms indicate the following boiler and control parameters will be monitored every
15 minutes throughout the sampling runs:heat input per EPA Method 19, steam flow, steam pressure,
oxygen trim,M/C pressure drop,ESP fields 1 and 2 primary(VAC)and secondary(KVDC),and
continuous opacity monitor system(COMS)opacity. The parametric data shall be averaged and reported
with the final emissions test results.
TRC indicated that all required audit samples have been obtained for this sampling program. The sample
must be present for inspection on request during the testing period. For additional information please see

Approval of the sampling protocol does not exempt the tester from the minimum requirements of the
sampling methods. Any deviations remain subject to approval by DAQ. If you have any questions,
