Directions:
From Morganton,take I-40 east to the Exit 116 (Icard Exit) and turn right. At the stoplight, continue
straight ahead on Miller Bridge Road(located on left side of Burger King)for about 1 mile and turn left
onto Shoupes Grove Church Road. Facility is located— I mile on the left.
Facility Overview:
This facility manufactures wood frames for upholstered furniture using the following: ripsaw,planer,
handsaw, double end trimming bore,profile shaper, pump, drum sander and most recently a vertical bore
machine. This facility is currently operating one shift 40 hours a week and has 10 employees. Typical
operating hours are from 7:OOam-4: 30 pm Monday-Thursday and 7:00am-1lam on Fridays.

Exempt from Air Permitting_
This office received a request from Carolina Frameworks on June 30, 2016 requesting rescission of Air
Permit 08856R03. This office reviewed the exemption request and on July 28, 2017, Carolina
Framework, became exempt from air permitting. The facility's emission inventories for the last 12
years, consistently document facility wide actual emissions for TSP and PM 10 are less than 0.1 tons.
The facility continues to operate at the same or lower levels of production/board footage as when they
became exempt from air permitting.
Compliance Assurance Visit Narrative:
On April 2,2019,I contacted Allen Isenhour via e-mail to arrange a site visit to Carolina Frameworks.
On April 11, 2019, I traveled to the facility for an annual routine compliance assurance visit. I arrived at
facility at the pre-arranged time of 9:30 am and was on site for around 25 minutes. I met and toured the
facility with Mr. Allen Isenhour, President of the company.
This facility had previously been permitted to operate one bag filter(1,590 square feet of filter area)
installed on woodworking operations. During my site visit,the bag filter was in not operation.
According to facility personnel,the bagfilter is currently being vented inside the building. The wood
waste/dust collected by the bag filter drops into a sealed trailer through a rotary valve. No evidence of
fugitive dust was observed.
The facility is no longer required to maintain an inspection and maintenance logbook since they are
exempt,however,the facility continues to maintain a logbook. The logbook was not reviewed during the
site visit.
Mr. Isenhour and I discussed the complete overhaul of the baghouse on November 20, 2017, all the bags
were changed, old bearings were replaced with new ones and the air locks inside the baghouse were also
changed. Additionally,the baghouse and associated ductwork was painted at that time.
Mr. Isenhour said that the bearings were checked and greased around Christmas time 2018.
Other:
There is also a small dipping operation on site. The dipping operation was observed not in operation
during this visit. There is no dip tank on site. Mr. Isenhour explained to me, during a previous visit,that
for one of his customers, as a courtesy,the employees dip chair legs,which they have made into a bucket
of lacquer, and then they are dried on a rack. At that time, he said that 2-5 gallons of lacquer were used
in a year and a half period. Mr. Isenhour said that the dipping operation continues to be used rarely.
There is also some gluing,which is done on site. Mr.Isenhour said in a previous inspection that one 55-
gallon drum is used every year and a half. He told me during this visit that the gluing operation is used

very little. The gluing operation was observed not in operation during this visit. Per Mr. Isenhour the
water-based glue is the same as Elmer's glue and is the same glue the facility has used for the last 25
years.
