Dear Ms.Walters:
The North Carolina Division of Air Quality(DAQ)has reviewed the subject protocol submittal form for
the emissions testing of EGO1. The proposed testing is acceptable to demonstrate emissions compliance.
The table lists the proposed test methods and emissions limits.
EGO1 is a 804 horsepower(BP) four-stroke lean burn natural gas-fired emergency generator. The
emissions from EGO1 are uncontrolled. EGO1 is subject to 40 CFR 63 Subpart ZZZZ National Emission
Standards for Hazardous Air Pollutants for Reciprocating Internal Combustion Engines(RICE)which
requires that the facility comply with 40 CFR 60 Subpart JJJJ Standards of Performance for Stationary
Spark Ignition Internal Combustion Engines.

Prior to sampling,the EPA Method 7E Section 8.1.2 stratification test must be performed to determine the
sampling points. VOC means non-methane organic compounds(NMOC)as defined in
40 CFR 51.100(s).
Note that 40 CFR 60 Subpart JJJJ requires testing to be conducted every 8,760 hours of operation or
every three years,whichever comes first.
Approval of this protocol does not exempt the tester or Piedmont Natural Gas from the minimum
requirements of the sampling methods and applicable regulations. Any deviations remain subject to
approval by DAQ. The proposed operating rate for testing is greater than 90%maximum normal. The
proposed rate meets the 40 CFR 60 Subpart JJJJ requirement to perform testing within 10%of peak load
(or maximum achievable load). The report must include the test period process rate and associated
monitoring parameters (i.e.engine speed,power output levels, fuel flow, fuel pressure,air intake data and
operating temperatures).
