DWQ Staff reviewed the plans and determined that stream restoration and/or enhancement would be achieved. The stream impacts associated with the project may proceed without written approval from the Division. Please be advised that seven copies of a complete, formal application and a $475.00 fee is required for projects intended for compensatory mitigation credit (see General Certification No. 3353, issued March 18, 2002). Project Information Attach a vicinity map clearly showing the location of the property with respect to local landmarks such as towns, rivers, and roads. Also provide a detailed site plan showing property boundaries and development plans in relation to surrounding properties. Both the vicinity map and site plan must include a scale and north arrow. The specific footprints of all buildings, impervious surfaces, or other facilities must be included. If possible, the maps and plans should include the appropriate USGS Topographic Quad Map and NRCS Soil Survey with the property boundaries outlined. Plan drawings, or other maps may be included at the applicant's discretion, so long as the. property is clearly defined. For administrative and distribution purposes, the USACE requires information to be submitted on sheets no larger than 11 by 17-inch format; however, DWQ may, accept paperwork of any size. DWQ prefers full-size construction drawings rather than a sequential sheet version of the full-size plans. If full-size plans are reduced to a small scale such that the final version is illegible, the applicant will be informed that the project has been placed on hold until decipherable maps are provided. 1. Impact Justification (Avoidance and Minimization) Specifically describe measures taken to avoid the proposed impacts. It may be useful to provide information related to site constraints such as topography, building ordinances, accessibility, and financial viability of the project. The applicant may attach drawings of alternative, lower-impact site layouts, and explain why these design options were not feasible. Also discuss how impacts were minimized once the desired site plan was developed. If applicable, discuss construction techniques to be followed during construction to reduce impacts. SEE PLAN VIII. Mitigation DWQ - In accordance with 15A NCAC 2H .0500, mitigation may be required by the NC Division of Water Quality for projects involving greater than or equal to one acre of impacts to freshwater wetlands or greater than or equal to 150 linear feet of total impacts to perennial streams. USACE - In accordance with the Final Notice of Issuance and Modification of Nationwide Permits, published in the Federal Register on March 9, 2000, mitigation will be required when necessary to ensure that adverse effects to the aquatic environment are minimal. Factors Page 9 of 12 r ti including size and type of proposed impact and function and relative value of the impacted aquatic resource will be considered in determining acceptability of appropriate and practicable mitigation as proposed. Examples of mitigation that may be appropriate and practicable include, but are not limited to: reducing the size of the project; establishing and maintaining wetland and/or upland vegetated buffers to protect open waters such as streams; and replacing losses of aquatic resource functions and values by creating, restoring, enhancing, or preserving similar functions and values, preferable in the same watershed. If mitigation is required for this project, a copy of the mitigation plan must be attached in order for USACE or DWQ to consider the application complete for processing. Any application lacking a required mitigation plan or NCWRP concurrence shall be placed on hold as incomplete. An applicant may also choose to review the current guidelines for stream restoration in DWQ's Draft Technical Guide for Stream Work in North Carolina, available at http://h2o.enr.state.nc.us/ncwetlands/strmgide.html. 1. Provide a brief description of the proposed mitigation plan. The description should provide as much information as possible, including, but not limited to: site location (attach directions and/or map, if offsite), affected stream and river basin, type and amount (acreage/linear feet) of mitigation proposed (restoration, enhancement, creation, or preservation), a plan view, preservation mechanism (e.g., deed restrictions, conservation easement, etc.), and a description of the current site conditions and proposed method of construction. Please attach a separate sheet if more space is needed. SEE PLAN 2. Mitigation may also be made by payment into the North Carolina Wetlands Restoration Program (NCWRP) with the NCWRP's written agreement. Check the box indicating that you would like to pay into the NCWRP. Please note that payment into the NCWRP` must be reviewed and approved before it can be used to satisfy mitigation requirements. Applicants will be notified early in the review process by the 401/Wetlands Unit if payment into the NCWRP is available as an option. For additional information regarding the application process for the NCWRP, check the NCWRP website at http://h2o.enr.state.nc.us/wm/index.htm. Both streams are located on City of Raleigh property. This reach of Bertie Creek and its unnamed tributary were originally identified and targeted as a priority restoration area during the development of the NCWRP's Basinwide Wetlands and Riparian Restoration Plan for the Neuse River Watershed. ARCADIS completed a feasibility study in March 2001 and determined that stream restoration is possible at the site; however, numerous constraints limiting the type and extent of restoration were identified during this study and restoration was not recommended (ARCADIS G&M 2001). Because of the constraints, restoration will only be conducted along the unnamed tributary. P urpose 1 The purpose of the report is to discuss both the detailed stream restoration design for Bertie Creek and its unnamed tributary, and the results of the field surveys conducted at the site. Again, restoration will take place only on the unnamed tributary. This design was developed to improve water quality by decreasing sedimentation and habitat enhancement. Methodology ARCADIS performed a topographical survey of the site in January 2002. The site was surveyed using a total station theodolite. Thalweg, water surface, bankfull, and top of bank were identified and surveyed along the entire project reaches at each stream feature (riffles, runs, pools, glides, and steps). In some instances a bankfull indicator could not be identified at a given feature due to the existing streambank instability. No bankfull measurement was taken when this occurred. Site features and constraints pertinent to stream restoration design were also identified and surveyed. These . included storm drainage systems, utilities, sidewalks, fences, individual trees over 8 inches in diameter, and other site features posing possible lateral constraints to restoration. In addition, dimensionless ratios for the existing conditions at the site were developed based on the above data (Tables 1- 9). Cross section measurements were conducted concurrently with the longitudinal profile survey for each stream reach. The first cross sections were measured at the head of . riffles to determine the bankfull cross-sectional area. These cross-sectional areas were compared to the North Carolina piedmont regional curves developed by North Carolina Stream Restoration Institute to confirm that banldull was correctly identified at each reach (Harman 1999; North Carolina). The riffle cross-sectional measurements were also used to classify the stream according to the Rosgen stream classification system (Rosgen and Silvey 1998). Crosssections were also taken at max pool, runs, and glides. After the existing streams were surveyed and it was determined which type of stream restoration was most appropriate for the site, urban reference reaches were located and surveyed. The reference reaches were surveyed using an automatic level and survey rod. Two reference reaches were surveyed, an unnamed tributary to Lake Wheeler (Figure 2) and an unnamed tributary to Mine Creek (Figure 3). The unnamed tributary to Mine Creek is a B4/1 type stream and will be used as a reference reach for the more confined sections of the project. The unnamed tributary to Lake Wheeler is a C-E4/1 type stream and will be used as a reference reach for the less confined reaches of the existing stream. Both reference reach streams are urban with 8 to 15 percent of the watershed being impervious. This survey data was analyzed and used to develop the dimensionless ratios for the proposed stream design (Tables 1- 9). In order to identify bankfull indicators in the field, a survey at a USGS gage station was conducted prior to surveying Bertie Creek and its unnamed tributary. The reason for using a gage station is that the return interval of bankfull stage can be determined if there is sufficient historical data for the gage stations. Gage #0208732885 Marsh Creek near New Hope was used. It is an urban gage with 18 years of data. A cross- section survey and pebble count were conducted at the gage using conventional survey methods. The results of the survey are presented in Tables 1 through 9. The return interval of bankfull stage was determined to be 1.75 years, well within the acceptable 1- to 2-year interval (Rosgen 2001). j The occurrence of special status species, historic structures, and the like were researched in the feasibility study. None were identified within the project limits. 1.*a%607056_berUeaplanWp?stmamreswratlonreportrev0303.doc 2 1 F1 J t n 1 1 t Existing Site Conditions Site Description and Land Use The section of Bertie Creek studied is bound to the north by Bertie Drive, to the east by the Upper Longview Reservoir, to the south by Enloe High School, and to the west by North Lord Ashley Road. The section of the unnamed tributary studied is west of Locke Lane, beginning at North King Charles Road and ending at the confluence with Bertie Creek at the intersection of Locke Lane and Bertie Drive. Bertie Creek originates approximately 300 feet west of North Lord Ashley Road and flows westerly through the study area and into two city-owned reservoirs (Upper and Lower Longview Lake) before entering Crabtree Creek approximately 1.5 miles to the east. The unnamed tributary originates approximately 100 feet north of King Charles Road and joins Bertie Creek approximately 1,200' feet to the south. The watershed drainage area associated with the study area is approximately 0.45 square mile. Land uses within the watershed consist of single-family homes, maintained lawns, a public high school and associated facilities, and city-owned parkland. . There are stream crossings over Bertie Creek within the project limits. One is located approximately 200 feet upstream of the Bertie Drive and Culpepper Lane intersection, and the second is approximately 400 feet downstream of the Bertie Drive and Culpepper Lane intersection. The first crossing is a driveway that provides vehicle access to Enloe High School. The second crossing provides pedestrian access to Enloe High School. Cross sections were taken approximately 100 feet upstream of the stream crossings. Downstream of the driveway to Enloe High School is a 75-foot-long retaining wall. This retaining wall is approximately 7 feet tall and protects the sidewalk and Bertie Drive. Variously sized stormwater culverts enter Bertie Creek. Some have small scour holes at their outlets, while others appear to be abandoned. Berle Creek is moderately incised and has down cut to bedrock in several locations. This down cutting has increased bank heights resulting in bank erosion. Bank erosion is severe in several locations. The most severe instance is a 30-foot section located next to the athletic field bleachers. The erosion appears to be threatening the bleachers. The unnamed tributary flows through an area very similar to that of Berrie Creek. Its watershed is not as urbanized. The reach of the unnamed tributary within the project limits flows through maintained parkland adjacent to city streets and private residences and is not as constrained as Bertie Creek. There are a few mature trees located along lAtra1601056_benleoplanWvpUbxamraurationreporoe W303.da Stream Restoration Report Bertie Creek and Unnamed Tributary Stream Restoration i Report Bertie Creek and Unnamed Tributary the stream banks within the project limits, and trees are beginning to establish within the channel. The tributary flows through a culvert under an existing earthen berm or path approximately 200 feet downstream of King Charles Road. This crossing currently does not appear to serve a purpose other than a footpath. There is a 2-foot drop and a deep scour hole at the outlet of this culvert. Approximately 200 feet downstream of this culvert, a small stream enters the tributary from the northeast. It appears that this smaller stream carries stormwater flow from surrounding streets. A cross section was taken just downstream of this confluence. Continuing downstream, there is a 4-foot-tall concrete dam/drop structure located 200 feet downstream of the above described cross section. This structure causes water to pond in the channel upstream for approximately 100 feet. Approximately 100 feet downstream of the concrete dam, the unnamed tributary flows into an existing culvert under Bertie Drive. This culvert outlets at the unnamed tributary's confluence with Bertie Creek approximately 200 feet downstream of the dam/drop structure. No relic sections of stream channel were identified during the feasibility study or stream restoration design field surveys. Both Bertie Creek and the unnamed tributary exhibited low sinuosity. Based on the existing and historical land use and low sinuosity, it is likely that both streams were straightened sometime in the past. Stream Classification For analysis, classification, and design purposes, Bertie Creek and the unnamed tributary were separated into separate sub-reaches. Drainage area, lateral confinement, and geomorphologic characteristics including substrate, stream slope, and degree of incision were used to establish the limits of the sub-reaches. All sub-reaches are discussed below, but only those being restored are shown on the profile sheets. Bertie Creek Sub-Reach #1 Sub-Reach #1 is located between the culvert under Lord Ashley Road and the confluence with the unnamed tributary and is approximately 200 feet in length. The watershed for this reach is 0.1 square mile. This is the steepest reach of Bertie Creek with an average water surface slope of 3.6 percent. The bed material is fine gravel with a small amount of bedrock. The reach is moderately confined between steep banks adjacent to the Enloe High School athletic field and the sidewalk along Bertie Drive. This sub-reach was separated out due mainly to its lateral confinement and I:1tra\601056bertiecrplankvpkVeamresmrationrWrtreu0303.doc 4 t 1 drainage area. Bertie Creek within Sub-Reach #1 did not fit one of the stream types within the Rosgen Classification System. It has an entrenchment ratio of 1.8, which fits the "B" type stream, but a width/depth ratio of 7, which fits the "A," "E," and "G" type streams. Sub-Reach #2 The 400-foot section of Bertie Creek immediately downstream of its confluence with the unnamed tributary, the drainage area for this and all remaining sub-reaches of Bertie Creek is approximately 0.45 square mile. Sub-Reach #2 is more confined than Sub-Reach #1 and has more bedrock present in the streambed. The average water surface slope along this sub-reach is 1.34 percent. The existing stream within Sub- Reach #2 closely classifies as a "B4/1" type stream with an entrenchment ratio of 1.2 to 1.5 and a width/depth ratio of 7 to 10. I Sub-Reach #3 1 Approximately 360 feet long and located between Sub-Reach #2 and the driveway to Enloe High School, this sub-reach is flatter than Sub-Reaches #1 and #2, with an average water surface slope of 0.36 percent. Sub-Reach #3 exhibits very little bedrock. The stream in this location is not confined and has lower bank heights than Sub- Reaches #1 and #2. The existing stream within Sub-Reach #3 does not fit one of the stream types within the Rosgen Classification System. The entrenchment ratio is 1.8 and the width/depth ratio is 7. The streambed is stable as confirmed by the shear stress calculations. It appears that the existing culverts under the driveway to the school are acting as grade control. Sub-Reach #4 Stream Restoration Report Bertie Creek and Unnamed Tributary Located between the outlet of the driveway culverts and the downstream end of the existing concrete retaining wall, this sub-reach is approximately 360 feet in length with an average water surface slope of 1.66 percent. It is the most confined reach of Bertie Creek within the project limits. The left bank (looking downstream) is comprised of a concrete retaining wall and a steep right bank. The stream is undermining sections of the existing retaining wall at several locations. The streambed within Sub-Reach #4 is comprised of a significant amount of bedrock. Like Sub-Reaches #1 and #3, this reach does not fit one of the stream types within the Rosgen Classification System. It has an entrenchment ratio of 1.7, which fits the "B" type stream, but a width/depth ratio of 7 that fits the "A," "E," and "G" type streams. 11va%601056_bertieaplanWp,6u amrstorationreportrev0303.doc 5 Stream Restoration R t epor Bertie Creek and Unnamed Tributary Sub-Reach #5 The most downstream reach along Bertie Creek, this sub-reach extends from the downstream end of the concrete wall downstream approximately 1,100 feet to the end of the proposed project. Sub-Reach #5 is very similar to Sub-Reach #3 in that it is not laterally confined, has low bank height, and has very little bedrock in the substrate. Sub-Reach #5 is the flattest of the five sub-reaches with an average water surface slope of 0.41 percent. This sub-reach classified as a stable "ES" type stream- Unnamed Tributary to Bertie Creek The Unnamed Tributary was also separated into five sub-reaches. The same parameters used to determine the limits of the sub-reaches along Berrie Creek were also used on the unnamed tributary. The drainage area for the entire reach is 0.15 . square mile. Sub-Reach #1 Sub-Reach #1 is the 100-foot section downstream of King Charles Road. The reach has a fine gravel bed with an average water surface slope of 1.42 percent. The first 50 feet of the reach appear stable. The last 50 feet are a "G5" type stream with the left bank (looking downstream) over 7 feet high and near vertical. Sub-Reach #2 Sub-Reach #2 is approximately 140 feet in length and is located between the . downstream end of Sub-Reach #1 and the inlet of the existing 48" diameter culvert under an existing footpath to Longview Pool and Park. This sub-reach has a gravel bed with a small amount of bedrock present. The average water surface slope is 3.78 percent. Based on shear stress calculation, this section is a stable "B4" type stream. Sub-Reach #3 Sub-Reach #3 is located between the outlet of the existing culver t under the footpath and the confluence of the unnamed tributary with a small, stormwater channel entering form the northeast. Extremely high unstable banks characterize this sub-reach. The stream within this sub-reach classifies as an "E4" type stream with a stable gravel bed and an average water surface slope of 0.98 percent. 6 Stream Restoration Report Bertie Creek and Unnamed Tributary Sub-Reach #4 Sub-Reach #4 is located between the confluence of the unnamed tributary with the storm water channel and the existing concrete drop structure. This reach is approximately 220 feet in length. The stream classifies as an "E4" stream type with an average water surface slope of 0.23 percent. Shear stress calculations show this reach is stable. It appears that the concrete drop structure is acting as grade control.. Sub-Reach #5 Sub-Reach #5 is approximately 125 feet in length and extends from the concrete drop structure to the entrance of the existing culvert under Bertie Drive. Sub-Reach #5 is a "134" stream type and is stable based on shear stress calculations with an average water surface slope of 1.18 percent. Stream Restoration Design The proposed designs are based on bankfull cross-sectional areas derived from the rural piedmont regional curves developed by the North Carolina Stream Restoration Institute. The urban piedmont regional curves are currently being revised. Also, bankfull cross-sectional areas at the project site and reference reaches were slightly higher than the rural piedmont regional curves, but still within the 95 percent confidence interval. ARCADIS developed designs for Bertie Creek, however, the designs are not included in this report. Existing and proposed morphological characteristics for the sub-reaches are presented in Table 1-5. Unnamed Tributary to Bertie Creek Sub-Reach #1 The 50-foot segment with high, eroding banks will be relocated away from the eroding bank and a "C-E4/1" type stream established. The steep bank cannot be cut back because of the existing sidewalk located at the top of the bank. The old channel will be filled to reestablish a floodplain and help stabilize the eroding bank. The morphological characteristics of the existing and proposed stream within Sub-Reach #1 are presented in Table 6. 1:1va1601056_bertleaplanVspVb,eamrstmflonrepor" 0303.doe _ 7 t Sub-Reach #2 This section of the unnamed tributary is a stable "B" type stream and no work is proposed in this reach. The morphological characteristics of the existing and proposed stream within Sub-Reach #2 are presented in Table 7. Sub-Reach #3 Restoration for Sub-Reach #3 will consist of "smoothing out" the existing radius of curvature and establishing bankfull benches to reduce the bank height ratio to 1.0. Smoothing out the radius of curvature will reduce the stream length by approximately 40 feet. This will result in a slight increase in the average water surface slope from 0.98 to 1.04 percent. This increase will have insignificant impact on shear stress. The morphological characteristics of the existing and proposed stream within Sub-Reach #3 are presented in Table 8. Sub-Reach #4 The existing stream within this subreach is stable. It appears that the concrete drop structure is acting as grade control. Work in this area will consist of cutting bankfull benches to reduce the bank height ratio to 1.0. The morphological characteristics of the existing and proposed stream within Sub-Reach #4 are presented in Table 9. I Sub-Reach #5 This subreach of the unnamed tributary is stable. No work is proposed along this sub- reach. A 50-foot buffer will be established along the restored stream where possible. The buffer will be narrower in areas where the sidewalk and Locke Lane restrict it. The buffer will be planted with a mixture of native plant species. Hydrology and Hydraulics Stream Restoration Report Bertie Creek and Unnamed Tributary A hydraulic analysis of the proposed Bertie Creek and unnamed tributary stream restoration was prepared to determine whether the project would cause an increase in the 100-year flood elevation upstream of the project limits. The analysis was performed using the HEC-RAS computer program from the U.S. Army Corps of I:%traW01056_bertiwplanX%vpXW"mrato-ionrepom-0303.doc 8 1 i 1 1 1 1 1 1 1 1 1 1 1 Stream Restoration Report Bertie Creek and Unnamed Tributary Engineers. The program computes the water surface profile for the steady flow condition. The project is not located within an existing regulated or mapped floodplain nor are there any hydraulic studies of the project reach. Discharges were computed using USGS Water Resources Investigations Report 96-4084. Drainage areas and impervious areas were obtained from USGS quadrangle maps and aerial photography. Existing ground cross sections were obtained from topographic surveys prepared for the project. The proposed stream cross-section, pattern, and profile were used to prepare the proposed condition HEC-RAS model.
