Director Division of Watcr Qualily 3/8/06 Subject: Comments on Year III Monitoring Report Grandover Wetland Creation - Hole #12 West Holden Rd Stream Restoration (DWQ # 97-0330), Guilford County Ms. McKinney: DWQ staff have reviewed the year three monitoring report for the wetland creation and stream restoration near West Holden Road, Greenboro and they had the following observations that they would like to have addressed. Please include a map showing the locations of the photo stations and the direction of the photos. 2. Please include a summary table showing vegetative data from consecutive years. 3. The total acreage and location of the Bottomland hardwood area is unclear from the as- built and yearly monitoring reports. The reports show relative locations for tree plantings, but it does not distinguish between the different wetland types in the presentation of the data. 4. The success of the site is based on a 60% survival rate (320 trees per acre) of the original plantings which was supposed to be 500 woody stems per acre. Only 250 trees were initially planted. Only plots 5 and 6 currently meet the 320 trees per acre (TPA) success requirement. 5. Approximately 4000 shrubs or herbaceous species were initially planted. The success criterion is 75% survival of the planted vegetation (-1200 TPA). While several plots are close, only plot 1 met this success criterion. 6. Table l: shows 100% survivability of all of the vegetation species. It is unclear to DWQ how there can be 100% survivability when the number of individual plants for some species has decreased between years. 7. The photos from Monitoring Year II also appear to have greater vegetation and/or habitat diversity than the photos from Year 111. S. DWQ is concerned with the turbidity, which appears to be above State standards, that is evident in most of the photos. This creation is located at Hole 12 West on Grandover Golf Course, near the town of Greensboro in Guilford County, North Carolina. The report includes baseline data from which to interpret our monitoring data throughout the next five years and beyond. A copy of the letter to you after our meeting of December 16, 2002, written to confirm your desire that we should make such departures as necessary to ensure the success of the project, is included in the Appendix. Onsite Conditions When we first visited the site in October 2002, we found areas of bare earth, small berms, failed inlet structures, and incorrect elevations. S&ME immediately recommended that several areas be re-graded to generally match the adjacent wetland area and make repairs to the inlet structures and berms throughout the site. S&ME attempted to gather work product from HARP and Len Rindner, but none was forthcoming. S&ME was provided with a copy of the Wetland Mitigation Design report, completed by Len Rindner and HARP in December 1999. In addition, S&ME was provided with the USACE permit for the site, dated July 19, 2001. Grading In December 2002 through January 2003, S&ME completed the grading repairs to the wetland creation area. There are a total of five cells in the wetland creation area. Cells #1, #3, and #4 were not functioning and needed adjustments to their elevations. Cells #2 and #5 did not warrant grading repairs. As you can see on the topographic survey for the subject site, Cell #1 has the highest elevation, whereas Cell #5 has the lowest. Structures While the grading was being completed in the individual cells, S&ME adjusted the four berms located in between the cells. The elevations of the berms and the rip/rap structures within the berms were raised so as to enhance the duration of flooding and saturation suitable for the creation of a wetland habitat. The structures also serve to spread flows from one cell to the other and in/out of the adjacent stream. 2 ail 7 I.-I., Ey Grandover Mitigation-Wetland Creation Grandover Hole 12 West, Greensboro, NC S&ME Project No. 1588-02-044 May 20, 2003 At the request of the client, S&ME moved an existing rip/rap structure located in the stream at the bottom of the wetland creation site. For the purposes of minimizing the appearance of the rip/rap structure, S&ME moved the structure further back into the stream. The structure is now out of the direct line of sight of the golf players. Vegetation Plants for the wetland creation were acquired from Cure Nursery and Mellow Marsh Farm, near Pittsboro, North Carolina. Containerized trees, shrubs, and herbaceous plants were chosen for their hardiness and higher survivability potential than bare root seedlings. Only three species that were used were bare root seedlings. The final count of trees, shrubs, and herbaceous plants was +/-4,237. The following species were represented, their percentage of total plantings is indicated: Q. lyrata (1.18%) Q. palustris (1.18%) Fraxinus pennzylvanica (1.18%) Nyssa sylvatica "biflora" (1.18%) Acer rubrum (1.18%) Ilex glabra (1.18%) Alnus serrulata (5.47%) Cephanlanthus occidentalis (2.29%) Sambucus canadensis (1.9%) Juncus effusus (7.08%) Acorus calamus (5.9%) Saururus cernus (5.9%) Peltandra virginica (4.6%) Nuphar luteum (5.9%) Miscanthus spp. (0.24%) Ilex vomitoria (4.67%) *Carex lurida (37.7%) Spirea burnalda (4.2%) Euonymus alatus (6.98%) *This sedge species covers each of the four berms in their entirety, which explains the higher percentage for this species. Five monitoring wells are located in the ` wetland creation area. The other monitoring well is located on the adjacent existing ' wetland. The monitoring wells are approximately 24 inches below final grade and have a been improved one time. Since their installation, the monitor wells have remained inundated. The depth to water will be measured periodically throughout the monitoring period. The monitor well locations are shown on the figures provided in the Appendix. i ? Problems/Resolutions S&ME encountered minor difficulties during the grading process on-site. Due to the adense clay material on-site, it was challenging to maneuver large pieces of grading equipment throughout the wetland creation area. In addition, S&ME made minor repairs ® to the monitor wells after they had been installed. Due to the large amount of water in each of the cells (after grading), it was difficult to create the seal around each well with 6J bentonite. However, the repairs were made successfully and the wells are functioning Z-• properly. Q i• Photo Documentation and Figures Li On May 9, 2003, S&ME provided the USACE with photo documentation (via power point presentation) of the wetland creation site taken in October 2002, November 2002, January 2003, February 2003, and April 2003. In addition, S&ME provided electronic L• versions of the associated drawings for the site (ie. Topographic Survey and Planting d Layout). Concerning plantings and vegetation substitutions for both projects, it is our understanding that the Corps will look favorably on suitable substitutions for the plants listed in HARP'S "Grandover Wetland Mitigation Plan" due to the limited availability of the season, provided that at least five species are represented with not one exceeding 20% of the total number of plants. Concerning grading within the wetland restoration site, it is our understanding that we may make changes to the original design which will, in our professional opinion, increase the likelihood of the restoration of wetland hydrology, soils and vegetation on the site. Monitoring wells at the wetland creation indicate soils have remained saturated or inundated throughout the past year and onsite vegetation has continued to mature creating a distinctive habitat. The stream restoration has re-vegetated significantly since the October 2004 enhancement and repair work and continues to maintain its stability. This report includes photographs, vegetative sampling results, monitoring well data for Grandover wetland creation, and cross section survey results for the Holden Road stream restoration. Stream Restoration December 28, 2005 0 k 1.0 Grandover Wetland Creation - Hole #12 West 1.1 Onsite Conditions Grandover wetland vegetation continues to mature within cells that remain inundated throughout the majority of the year, creating a unique habitat for both aquatic and terrestrial species. Monitoring wells have maintained saturation and/or inundation at the time of our site visits. Deer and aquatic birds have been observed utilizing the site during our site visits. Updated photographs of the Grandover Wetland Creation are included in Appendix III. 1.2 Grading/Structures No changes to grading or structures are proposed for the Grandover Wetland Creation. Past repairs were conducted during the Year I monitoring period. 1.3 Vegetation Vegetation data was gathered in September 2005 using six 60' diameter sample plots, one in each of the five cells, and one located southwest of Cell #3. Vegetation plot locations have remained consistent with plot locations chosen for 2004 monitoring. Longitude and latitude data for these points is listed on vegetative plot data sheets attached in Appendix I. A location map depicting vegetative plot locations is attached as Figure 1. Vegetative densities ranged from 585 stems per acre to 1,402 stems per acre, with a mean density in the sampling plots of 1,099 stems per acre. An informal survey of the remainder of the site indicates that this level of success is apparent across the entire wetland creation area. 1.4 Monitoring Wells Six onsite monitoring wells are maintained in locations shown in Figure 1. Monitoring wells have not been moved from their initial monitoring positions. Five monitoring wells are located in the wetland creation with one located on the adjacent existing wetland. Wells are approximately 24 inches below grade and depth to water is measured periodically throughout the monitoring period. Throughout the year, depth of water ranged from the 5 inches below the ground surface to 12 inches above the ground surface, with water levels averaging 6 inches above the ground surface. 2.0 Holden Road Stream Restoration 2.1 Onsite Conditions The Holden Road Stream Restoration has rebounded from the October 2004 enhancement and repair work with significant re-vegetation. The stream has maintained its stability after encountering multiple bankfull events throughout the past year. Black willow (Salix nigra) and Cottonwood (Populus deltoides) live stakes that were planted in October 2004 have established growth with additional woody growth anticipated over the upcoming monitoring period. Updated photographs of the site are included in Appendix IV. 2.2 Grading/Structures Enhancements and repairs were conducted in October 2004 to address problem areas identified over the first two monitoring periods. The small, intermittent tributary has shown improved connection to the stream since the October 2004 repair. Additional riffle pools have been observed as a result of placement of stone in several stream sections. Root wad revetments have proved suitable as bank stabilization tools. No additional repairs are proposed at this time for the Holden Road Stream Restoration. 2.3 Vegetation Vegetation data was gathered in September 2005 using six 60' diameter sample plots. Vegetation plot locations have remained consistent with plot locations chosen for 2004 monitoring. Longitude and latitude data for these points is listed on vegetative plot data sheets attached in Appendix IL A location map depicting vegetative plot locations is attached as Figure 2. 0 2 y Year III Monitoring Report S&ME Project No. 1588-02-044A and 44A Grandover Wetland Creation/Holden Rd. Stream Restoration December 28, 2005 Vegetation densities ranged from 508 stems per acre to 909 stems per acre, with a mean density of 739 stems per acre. An informal survey of the remainder of the site indicates that this level of success is apparent across the entire restoration area including the presence of many native grasses. 2.4 Cross Section Data Cross Section data for riffle and pool areas of both the restored stream reach and the reference reach are attached in Appendix V. This data has been included for comparison to the Year I Monitoring Report and future cross section monitoring in Year 5. 3.0 Conclusions No enhancement or repairs are currently proposed for the Grandover Wetland Creation and Holden Road Stream Restoration sites.
