Met with Rust Consultants and Landfill Management on the 9th of
April. They are seeking to destroy several thousand yards of streams
for the proposed expansion into Guilford County. They can, in my
opinion, avoid some impacts to the larger stream by dealing with
Forsyth County also as a buffer isn't really necessary as they own
the land in Forsyth too. Anyway, COE indicated that this would be an
individual permit and that WQ would have an opportunity to comment on
the project once it goes to public notice. I think that it will be
necessary that they do stream mitigation and possibly some wetland
restoration along a stream especially around the bigger stream that
they want to relocate. I advocated not relocating and restoring
hydrology (appeared to have been channelled sometime in the mid 19th
century to me). Also found site that may be old cemetary near bigger
stream that will be covered with landfilling.

PS. It was interesting that they do not want to deal with Forsyth
County. Years ago a representative indicated that if landfill was built,
it would serve only Forsyth and Guilford Counties. After permitted,
they used commerce clause in US Constitution to take from allover
the area and adjoining states. Now they have less than 2 years left
at the site which would have served 2 counties for a very long time.
Money, money, money! Privatization. That is my suspicion as to why
they don't want to deal wi Forsyth. I attended the briefing where the above
statement was made. Question was asked by Commissioner Swisher from
K-ville. There are no minutes kept on commissioner's afternoon briefings,
just their official evening meetings. People still remember though.
