I'm sending out a summary of what was discussed during the site review and if I've misspoken please let me know as soon as possible. The following was discussed during the site visit: Prior to walking the site, Byron Moore discussed the background of the project and included information regarding the linear footage present at the site. There was also discussion of how the next phase of the Crescent Road construction will affect our mitigation site. The new construction will tie into the existing C.F. Harvey road but will not affect our stream buffer. Once construction is complete on the roadway project, the pipes and temporary detour will be removed and the stream section upstream of our project will be restored. The group then inspected cross sections #1, #2, & #3 on the upstream portion of the site. This section is very heavily vegetated but there was some discussion as to why the trees were not as large as what would be expected for a 6 year old site. The site may not have been ripped after construction and due to the large amount of floodplain cut soil conditions were not ideal but the planted species are surviving. All of the cross sections throughout the project have remained stable since construction in 2003. The group also inspected the one area where a small headcut of approximately 25 feet had occurred 3 years earlier. This area has since stabilized and does not appear to have gotten any worse. The group inspected the area where a water line was installed at the entrance to the culvert. This area originally was rip-rapped by the contractor but NCDOT removed the rip-rap, seeded the area and replanted with the appropriate tree species. This area remains stable and the planted species are surviving. We reviewed the downstream portion next. This section is extremely dense and the planted species have done much better in this section. After reviewing this portion the group discussed the potential for closeout and all agency personnel agreed that the site is considered successful and that no more monitoring would be required. Please let me know at your earliest convenience if there are any additions or corrections needed for the meeting minutes. I will discuss with our folks about developing a concurrence form for site closeout as we discussed but I wanted to go ahead and send the meeting minutes out before I forgot any of the discussion from today. If possible, could you please send me an email or form letter if you like agreeing that the site is successful and that no further monitoring is required.
