Mr. Wescott:
As you are aware, the Department has monitored the Crescent Road Mitigation Site since its
construction in spring of 2002 to meet State and federal regulatory permit requirements. The site
is located in Lenoir County, adjacent to C.F. Harvey Road approximately 2 miles northwest of
Kinston. This 8.50-acre site provides the following types of mitigation: 3.35 acres of riverine
wetland restoration, 2,009 linear feet of stream restoration, and 4.60 acres (200,376 square feet)
of Neuse River riparian buffer. According to the on-site debit ledger, the site was debited for
R-2719 and R-2719A, with 0.75 acres of riverine wetland restoration and 303 linear feet of
stream restoration available for debiting on future projects. The entire site was planted in March
of 2002 and hydrologic monitoring gauges were set in May of 2002. NCDOT proposed to
monitor the Crescent Road mitigation site for five years or until success criteria were met; with
hydrological, vegetation and stream stability monitoring conducted each year. After each
growing season, annual monitoring reports were submitted to the appropriate regulatory agencies
via the Natural Environment Unit's (NEU) website:

Hydrologic success criteria for the site state that the wetland restoration areas must be inundated
or saturated (within 12-inches of the surface) by surface or groundwater for at least a consecutive
12.5% of the growing season. Areas inundated between 5% and 12.5% of the growing season
can be classified as wetlands depending upon factors such as the presence of hydrophytic
vegetation and hydric soils. Therefore for the 244-day growing season in Lenoir County, the
12.5% criterion is a consecutive 31 days. Table 1 provides a summary of the hydrologic data (the
percentage of the growing season that saturation was indicated) at each groundwater gauge
location for the past five years of monitoring. Hydrologic monitoring was not conducted for the
2008 monitoring period.

After five years of vegetation monitoring, data for 2007 indicates that the site has met vegetative
success criteria by yielding an average density of 377 trees per acre surviving, well above the
minimum requirement of 260 trees per acre. Individual annual monitoring data is provided
within the monitoring reports available on NEU's website between 2003 and 2007. Vegetation
monitoring was not conducted for the 2008 monitoring period.
After five years of stream stability monitoring, data for 2007 indicates that all nine cross sections
located within both of the reaches of the Unnamed Tributary to Briery Run remain stable with
little difference in elevation during the monitoring timeframe. Based on discharge data obtained
by the US Geological Survey, the Crescent Road stream site has also met the required protocol of
two bankfull events within the five year monitoring period. Stream stability monitoring for 2008
included only visual monitoring per request by the Environmental Protection Agency.
Based on the successful wetland and stream monitoring results, NCDOT requests that the
appropriate resource agencies provide documentation stating that no further monitoring is
required and that the site is closed. If appropriate, a site visit with all of the resource agencies
can be scheduled to review the wetland and stream restoration areas of the site. If you have any
