Mr. Baker:
As you are aware, the Department has monitored the Raccoon Creek Tributary (Site #1) and
Raccoon Creek (Site #5) stream relocation sites since their construction in July 2003. Located in
Haywood County, adjacent to US 23 Business in Waynesville, these sites provide 1,939 linear
feet of stream relocation for impacts associated with the R-2210A Project. The stream
relocations were constructed and revegetated with appropriate hardwood species. Per permit
requirements, NCDOT was required to biannually monitor the stream mitigation sites for channel
stability by visual observation for five years or until success criteria were met. During the
monitoring period, biannual monitoring reports were submitted to the appropriate regulatory
agencies via the PDEA Natural Environment Unit's (NEU) website:

After five years of vegetation and stream stability monitoring, the Raccoon Creek Tributary and
Raccoon Creek stream relocation sites indicate that the planted vegetation is surviving and the
streambanks remain stable at this time. Individual biannual monitoring reports are available on
NEU's website for 2004-2009.
