There are several statements in your letter that are inaccurate or that the City of Winston-Salem does not agree with. In the fourth paragraph of your letter, you refer to the City's Raw Water Intake at the Idol's Facility as auxiliary. To the contrary, this is the main raw water supply for the system serving Winston-Salem and Forsyth County. This intake site has been in use since 1949 and the current intake has been operational since 1978. This intake has an annual average withdrawal rate of 42 million gallons per day and the capacity to provide up to 95 million gallons per day. In 1997, the population served through this facility by the City/County Utility Commission was 233,000. In this paragraph you also make reference to the possible redesign of the proposed intake facility to be located at river mile 146.5. For the record, an Environmental Impact Statement (EIS) for this project has been prepared and the subsequent Record of Decision approving the design and construction of this proposed facility was completed on August 9, 1996. The above mentioned EIS included information relative to alternate intake designs. One of the alternates included locating the intake in an area of the river that had deeper than normal water depths (4-5 Feet.) The researchers determined that during certain periods of the year, prevailing low flow conditions would reduce the depth in the river to a point that would be detrimental to the operation of the proposed intake. Quoting from the EIS, "Clearly, the natural river depths could not support the intakes, and a low head weir is needed to keep the intakes submerged." The conclusion of that research was, that to support a reliable raw water intake, a low head weir would be required. Therefore, even if this structure were removed, a similar structure would have to be built to provide a reliable source for the City/County Utility Commission. See page 3- 9 of the "Yadkin River Water Supply Facilities Environmental Impact Statement" for additional details. The proposed intake discussed in your letter will not be designed to replace the existing facilities located at the Idol's site. The purpose of the new intake is to provide expanded growth for the utility and to provide additional source protection for the City's raw water supply by locating an intake upstream of the I-40 and US 421 bridge crossings of the river. The City of Winston-Salem would be opposed to any type of public access facility located in the vicinity of the intake. In previous years the site was open to the public. The vandalism and misuse of the site resulted in the City and the previous owner, Duke Power Company, choosing to close the facility to the public. Even with the facility closed to the public there are still incidents of vandalism, but at a much lower level than before. In addition, the operation of the facility is moving to an unmanned operation, therefore, we feel that reopening the site to the public would only allow the misuse of the site to get worse. The City of Winston-Salem would be opposed to the removal of the Idol's Dam and Powerhouse structures. A review of the structure by both a private structural engineer and North Carolina Division of Environment and Natural Resources personnel responsible for the State's Dam Safety Program have shown the structure to be sound and that no structural repairs are needed. The facility has been in place for essentially one hundred years and has served as a reliable raw water intake for fifty years. The removal of the structure and construction of a new facility would put an undue burden on the customers of the City/County Utility Commission. Your interest in this project is appreciated. Horton JLH Hydro, Inc. 1800 Statesville Blvd. Salisbury, NC 28144 Subject: Idols Hydroelectric Project, FERC No. 2585 First Stage Consultation Package Dear Mr. Horton: This correspondence responds to your June 28, 1999 letter and August 11, 1999 meeting requesting comments on the First Stage Consultation Package for FERC License No. 2585 for the Idols Hydroelectric Project. The North Carolina Wildlife Resources Commission (NCWRC) is authorized to comment and make recommendations regarding impacts on wildlife and fisheries resources in accordance with provisions of the Federal Power Act (16 U.S.C. 791a et seq.) and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et seq.). The NCWRC, in comments regarding Northbrook Carolina's license surrender, has recommended the dam and powerhouse be removed. This action will restore upstream access for fish and other aquatic organisms to an additional 81 miles of the Yadkin River, remove a blockage to downstream nutrient and sediment transport, eliminate the potential for dissolved oxygen and temperature problems (however slight), and eliminate the potential for fish impingement and entrainment (however slight). Dam removal is still our preferred recommendation. If the dam is not removed, the NCWRC will be requesting provisions for upstream and downstream fish passage. We are interested in providing and maintaining passage for the Yadkin River between High Rock Reservoir and W. Kerr Scott Reservoir. Fish passage is also a condition of construction at Winston-Salem's proposed water intake 21 miles upstream of Idols. Runs of white perch, white bass, striped bass and suckers are currently restricted from the upstream portions of river. The dam also represents a blockage that fragments populations of aquatic organisms by limiting gene flow, community interactions and upstream energy and nutrient flow. Also, the Yadkin River has historically been used by American shad for a distance of over 50 miles upstream of the Idols project. Relicensing discussions with Carolina Power and Light (FERC No. 2206) and Yadkin, Inc. (FERC No. 2197) will begin in several years and will likely include restoration of anadromous species to upstream portions of the river. Finally, the Carolina redhorse has been rediscovered in the lower Yadkin River. If found upstream of High Rock Reservoir it is likely that passage will be necessary at Idols. We understand that you plan to upgrade the canoe portage on the west side of the river. However, during the relicensing effort by Northbrook Carolina the NCWRC has consistently recommended provisions for motorboat access at the Idols project. Currently, no small motorboat public access is available within 24 miles of the project. A IDOL'S HYDROELECTRIC GENERATING STATION FORSYTH COUNTY, N.C. REGIONAL HISTORIC MECHANICAL ENGINEERING LANDMARK Idol's Dam and Power House from South Side of Yadkin River - During Construction 1898 Originally Developed & Operated By FRIES MANUFACTURING & POWER COMPANY - April 1898 Currently Owned & Operated By DUKE POWER COMPANY, CHARLOTTE, N.C. - February 1914 E S m The American Society of Mechanical Engineers Carolina Section September 7, 1984 HISTORIC SIGNIFICANCE OF IDOL'S HYDRO Idol's Hydro Station, as developed and placed in operation by The Fries Manufacturing and Power Company on April 18, 1898, was typical of small-scale, low-head first generation hydroelectric stations of that day. It was the first commercial hydroelectric generating station in North Carolina using long distance (131/4 miles) transmission of alternating current power at 10,000 volts. It provided power for textile and fertilizer mills, an electric railway system, electric street lighting, and wood and metal working shops in the towns of Winston and Salem, N.C. The availability of electric power generated at Idol's Station enabled the early development of the Winston-Salem area as a significant industrial and manufacturing center in North Carolina. Although its generating machinery was replaced in 1914, the facility's operation has changed little since the turn of the century. PRE-CONSTRUCTION HISTORY AND DEVELOPMENT The development of Idol's Hydro Station was initiated by Henry Elias Fries of Winston-Salem, N.C. At the time, Mr. Fries was involved with the ownership and management of several textile mills and a grain mill. As a result, he developed a keen interest in the use of electricity to power industrial machinery in the 1880's. He was the president and guiding force behind the February 28,1891 chartering of the Fries Manufacturing and Power Company, which proposed harnessing the hydroelectric capability of Douthit's shoals on the Yadkin River. While on a trip to New York in 1896 to honor former President Grover Cleveland, he engaged an electrical engineer in a discussion of the feasibility of long distance transmission of electric power. This resulted in his wiring Winston-Salem to obtain approval to use his uncle's, Henry W. Fries, Douthit Mill site and to proceed with the development of the facility design. He engaged C. R. Makepeace and Company, Mill Engineers and Architects, and Lewis and Claflin, Electrical Engineers, both of Providence, R.I. to provide the design. Makepeace, a native North Carolinian familiar with the area, prepared the mechanical and building plans while Lewis and Claflin designed the electrical installation and transmission system. The Idol's Hydroelectric Station received its name from its location at a former Yadkin River ferry crossing known as Idol's. It was designed as a run-of-the-river plant to prevent the flooding of the low lying area above the site that a high darn would cause. Therefore, the dam could store only a small amount of hydraulic power and only the irregular flow of the river could be used. This flow provided an estimated 2,000 to 2,700 horsepower with a yearly average of 2,300 horsepower at a 10 ft. head. The dam and powerhouse were designed to provide 2,000 horsepower with initial generating equipment installed for 1,000 horsepower. The first field surveys began in February 1897 and investors purchased $50,000 of the original $60,000 of capital stock issued by Fries Manufacturing and Power Company by the following April. The firms supplying machinery for the plant also invested in the project, as did electrical inventors Thomas A. Edison and Frank J. Sprague. ORIGINAL PLANT CONSTRUCTION Construction began in early June 1897 with Watkins & Hardaway of Birmingham, Alabama, performing the masonry work on the dam and powerhouse. J. C. Bachelor of Winston-Salem received the construction contract for a 600 ft. rail siding connecting the construction site to the Southern Railway tracks which allowed heavy equipment and machinery to be delivered directly to the site. Throughout the summer the weather was good, the river was low, and the work progressed rapidly. Former North Carolina Lt. Governor Charles A. Reynolds served as chief engineer for the project. Many of the workers lived in a construction camp at the site. The 482 ft., rubble-masonry, curved gravity dam, was built on stone foundations, stood 10 ft. tall, stepped to 13 ft. at both ends. A 4 ft. wide, stone-baff led, inclined sluiceway fishladder was incorporated into the downstream face of the dam. The dam height was reduced to 91/2 ft. for a 6 ft. length where the ladder reached the top of the dam to allow passage of water on normal and high flow. The crest of the dam measured 6 ft. in width and the base was 12 ft. The granite stone for the dam and the powerhouse foundation was quarried at the site. When filled, the reservoir had a surface area of approximately 35 acres with 6 miles of shoreline (see the frontpiece picture). 2 Figure 2 - Idol's Hydro Powerhouse and Tailrace Area - 1898 Figure 4- 150 Ft. Generator Drive Shaft and Bevel Gearing from Turbines - 1898 t}ir Figure 3 - 54" Diameter McCormick Vertical Geartype Turbine The Powerhouse consisted of a turbine or wheel room and a generator room at right angles to each other on the north bank of the Yadkin. The wheel room formed one end of the dam into which it was built and measured 145 ft. x 36 ft. It was divided into eight wheel pits which were constructed of rough stone. The downstream face of the pits had arched openings which emptied into the tailrace (see figure 2 on page 2). The foundations extended 4 ft. down into the rock of the riverbed. The division walls of the wheel pits were 24 in. thick, composed of brick, and served as foundations for the heavy timber construction of the wheel room. The walls also supported the 10 in. x 15 in. beams upon which the machinery of the wheel room rested. The exterior face of the wheel room consisted of 4 in. wide planking and a standing-seam metal roof covered the structure. Each wheel pit was designed to be equipped with two turbines with a 2 ft. x 12 ft. waste gate between them. At the entrance of the wheel pits a steel trash rack kept floating debris out of the turbines. The rack extended across the upstream face of the wheel pits for 144 ft. The plant's generator room was a single story brick structure located at the north end of the wheel room. This building measured 39 ft. x 60 ft. and had a heavy timber frame with an 18 ft. ceiling' height. The initial machinery installation consisted of eight turbines, one in each pit. They were of the McCormick vertical gear type, 54-inch diameter, manufactured by S. Morgan Smith Co. of York, Pa., and designed to deliver 165 horsepower each when running under 9 ft. of head (see figure 3 above). They were submerged and were mounted on a 6 in. floor supported on I-beams 8 ft. below head water. The draft tubes discharging from the turbines pass through the floor and extend to the tailrace 2 ft. below. The generator drive system connected eight turbines through bevel gearing to a 71/2 in. diameter x 150 ft. long horizontal drive shaft to supply motive power to the generator through a flexible insulated coupling. The horizontal drive shaft was mounted on bearings supported by the wheel pit division walls. The vertical shaft from each turbine carried a large bevel gear with hardwood teeth which meshed with an iron bevel gear on the drive shaft (see figures 4 and 5 above). The drive shaft consisted of two sections, each driven by four turbines. By means of a coupling, four or eight turbines could be used. The system was governed by two Lombard Type B hydraulic governors, one for each set of four turbines. The hydraulic governors actuated a series of gears which opened and closed each turbine's gates. Throughout the plant, the S.K.C. system of electrical machinery (a brand name for the Stanley Electric Manufacturing Company of Pittsfield, Mass.) was used. The generator, a three-phase induction type with an output of 750 KW at 166 rpm, was wound to deliver 10,000 volts to the line without use of step-up transformers. The efficiency of this machine was claimed to be 93.5%. The generator stood 10 ft-1 in. tall, weighed about 30 tons, and was divided horizontally to allow access to the armature and field windings for repairs. The machine was mounted on a pit foundation, extending to bed rock, and the pit was thoroughly grouted and plastered to keep out any high water (see figure 6 below). Figure 6 - Little Marguerite Fries Formally Starting Idol's Generator on April 18, 1898 A 14 KW, four-pole Crocker-Wheeler machine, driven at 1,100 rpm by the generator drive shaft system, served as the generator field exciter. It delivered current at 70 volts and was large enough to excite the fields of two generators of the type installed. The switchboard, located in the generator room, consisted of four white marble slabs forming a 21 in. square pillar 91/2 ft. tall with all live contacts within the pillar. Three high- voltage, single-pole, single-throw switches were mounted on the board. They were of the plug type with long handles and a bayonet lock. The board also contained a generator volt-meter and AC ammeter along with a voltmeter and switch for the exciter circuit and the exciter field rheostat. The generator field rheostat was suspended 18 inches below the floor for space and ventilation reasons and was controlled by a handle through the floor. A lightning protection rack hung above the switchboard in three vertical sections, each carrying a set of arrestors and choke coil for each leg of the high-voltage circuit. The station wiring ran beneath the floor. The high-voltage wires were insultated for 25,000 volts and supported on triple-petticoated porcelain insulators on horizontal cross bars. They entered the switchboard by passing through the floor at the base of the pillar. The three outgoing high-voltage power lines left through the top of the pillar and connected with the transmission lines running into Winston and Salem. TRANSMISSION LINES, SALEM SUBSTATION, AND CUSTOMER CIRCUITS In October, 1897, crews began erecting the poles for the 131/4 mile long transmission line to the Salem substation. Figure 7 - Construction Workers and Sunday Visitors at Idol's During Final Days of Construction - 1898 White cedar poles measuring 36 ft. and 48 ft. in height were used and 51/2 ft. to 6 ft. of the poles were sunk in the ground. The poles were spaced 100 ft. apart, except at roadway crossings where they were only 50 ft. apart. Each pole carried three cross bars with the lower two carrying the power circuit. That circuit consisted of three No. 1 .soft- drawn, bare copper wires strung on No. 1 Imperial porcelain insulators which were 6 in. tall and triple-petticoated. The power lines, spaced 24 in. apart, formed an equilateral triangle with the lower cross bar carrying two wires. All of the initial power lines were on one side of the pole, leaving the other side open for a future circuit. To overcome problems caused by induction between the lines, the triangle was twice rotated 1200, thus giving the triangle two- thirds of a rotation enroute to Salem. The top arm had six pins with the outer pair carrying an iron, barbed-wire ground circuit. Every 1000 ft. this line was brought to ground 4 through a 1/2 in, galvanized pipe driven 10 ft. into the ground at the base of the pole. The inner pins carried a telephone circuit, which could be grounded in case of a storm. Every mile a branch of the telephone circuit was brought down a pole to within a few feet of the ground to allow communications with either end of the circuit. The extra pins on the crossbar were used to transpose the telephone circuit every 500 ft. The lines entered the Salem substation on the second floor, with proper lightning protection, and passed to the main bus bars on the first floor. With proper switches and transformation, the lines were carried to the various service points in Winston and Salem. They included: (1) Southern Chemical Co. (fertilizer works), (2) Southside Cotton Mill (textiles), (3) Winston-Salem Railway and Electric Co. (street railway and lighting), (4) Fogle Brothers Shop (wood working), (5) J. A. Vance Shop (metal working), and (6) Arista Mill (textiles). CUSTOMER POWER COST AND PLANT COST Power was sold to customers by meter at a minimum charge of 25 horsepower per year. For a 12-hour day the rate was $20.00 per horsepower per year, while for a 24-hour day the rate was $40 per horsepower per year. Shortly after the plant opened the Yadkin River flooded, causing Fries Mfg. and Power Co. to spend $30,000 to lengthen the dam and increase protection of the powerhouse. These additions raised the cost of the plant to $155,000. Floods did not deter sightseers, who crowded the roads to the site for months for see the new facility (see figure 7 on page 4). IDOL'S OPERATING STAFF The idol's operating staff worked 12-hour shifts with about six men on each shift. The crews' primary responsibility was to clean debris from the trash racks with long-handled rakes. At times they manned the rakes for 36 hours straight (see figure 8 above). IDOL'S EXPANSION AND CHANGES IN OWNERSHIP With the plant operating at full capacity shortly after it opened, plans were quickly made to incorporate the second line of eight turbines and their generator into the system. the precise date of this installation is unknown, but it is believed to have occurred around 1903. On June 25, 1913 Fries Mfg. and Power Co. was absorbed by the Southern Public Utility Co., a forerunner of Duke Power Co. and continued to provide power to the mills and shops of Winston-Salem. Duke Power Co. took over the operation in February 1914. They replaced the original machinery with six Allis Chalmers vertical, 54 inch, Francis-type turbines each of which generate 300 horsepower and six Allis Chalmers 2,300 volt, 74 amp, 90 rpm, three-phase generators mounted directly above each turbine. Each generator had its own switchboard and the new main switchboard and exciter were mounted in the wheel room. The generator room was converted to a transformer room for step-up transformers to increase line voltage for transmission to the Duke system. Since then sixteen International and seventy-one National Landmarks have been recognized by the Society. Each represents a progressive step in the evolution of mechanical' engineering and each reflects its influence on mankind. The Landmarks Program recognizes our technological heritage and serves to encourage the preservation of the physical remains of historically important works. It provides an annotated roster for engineers, students, educators, historians, and travelers and helps establish persistent reminders of where we have been, where we are, and where we are going along the divergent paths of discovery. The Idol's Station was the first commercial hydroelectric plant in N. C. involving long distance power transmission and Idol's was an important power source for transportation, lighting and industry in the Winston-Salem area, 14 miles distant. The original 1898 equipment was replaced in 1914 and the facility continues to serve the people of this region. If any dredging is needed, the applicant shall seek additional written approval from DWQ. 5. DWQ shall be notified in writing before any repairs to the dam structure are made. 6. The applicant shall continue discussion with Mr. Mark Serosky (Forsyth County Parks and Recreation Dept.) regarding river access downstream of the dam. p ? G1 00 Q?i o- fit rn Cj \11 00 Idols Hydroelectric Project, FERC No. 2585 PROJECT DESCRIPTION The Idols Hydroelectric Project is located in the State of North Carolina, Counties of Forsyth and Davie, on the Yadkin River, about 15 miles southeast of Winston-Salem, North Carolina, and approximately 4 miles southeast of Clemmons, North Carolina. The Project is a constructed development that was originally placed in operation by the Fries Manufacturing & Power Company in 1898 with 8 turbine-generating units. Duke Power Company's predecessor, the Southern Public Utilities Company, purchased the project in 1913 and replaced the turbine-generating units with 6 units of larger capacity by 1914. On July 28, 1980, Duke Power Company was issued a minor license by the FERC, effective April 1, 1962 and terminating on July 31, 2000. Applicant purchased the project from Duke Power Company in December 1996. All lands necessary to operate and maintain the project are owned by Applicant in fee. By agreement between Applicant and the City of Winston-Salem, the City uses Yadkin River water behind the Idols impoundment free of charge as the source of its auxiliary water supply. Briefly described, the Project consists of (1) a long, low head, stone masonry dam across the river channel that diverts a portion of the river's flow into a powerhouse located on the, east bank; and (2) a powerhouse containing inlet works, turbines, generators and transmission equipment. Flows from the powerhouse discharge to a long tailrace before returning to the main river channel. No major modifications to the Project have been made since the previous FERC license application filed by Duke Power Company in 1966, and no additions or alterations are proposed as part of this application. The U.S. Fish and Wildlife Service (Service) has reviewed the Report. These comments are provided in accordance with provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et seq.), Section 7 of the Endangered Species Act of 1973, as amended (16 U.S.C. 1531-1543) and the Federal Power Act, as amended (16 U.S.C. 791a-825r). The Idols Hydroelectric Project, located on the Yadkin River in Forsyth County, consists of a low head, rubble masonry dam and a wooden powerhouse. The project functions in an approximate run-of-river mode with project operation based on a daily inspection by an operator who evaluates if the water level is suitable for production without impacting the City of Winston Salem's water supply intake. The impacts of the approximate run-of-river mode vs. a true run- of-river mode is of concern to the Service. It is our understanding that at times, no spill over the dam occurs. Under this flow regime, the only flow entering into the bypassed reach is from leakage; water passing through the fish ladder; water entering from Carter's Creek, or backflow from the tailrace. Duke Power may need to conduct an instream flow study to determine the requirements for flow within the bypassed reach. A site visit was scheduled for November 15, 1995, to observe the project during low flow conditions, but was canceled due to the lack of suitable conditions. The Service is willing to participate and would appreciate prior notification of a future site visit. The Project contains a fish ladder at the midpoint of the spillway. At the September 19, 1995, ?. meeting and site visit, the operator stated that shad, presumably gizzard shad, (Dorosoma ce ianum) and white bass r n h? r, sV ODS) use the fish ladder. Duke Power should evaluate the ladder to determine the species that use the ladder and to what degree. Additionally the now required in order for the fish ladder to function effectively, as well as length of time this flow exists during spawning periods for the species of fish found to be utilizing the ladder should be determined. _ The Report mentions that the Project contains a trashrack, however there is no information regarding bar width, spacing, or flow velocity at this point. Inclusion of this information would be useful in evaluating the potential for fish impingement and entrainment. Another point of discussion at the September 19, 1995 meeting was the need to enhance public access to the Yadkin .River, Duke Power wished to discuss this topic at a later date. Currently there is a canoe portage area around the Project's dam. The Service affirms the importance of promoting quality wildlife experiences for all of our nation's citizens. To further this goal, the Service would like to see Duke Power investigate ways to enhance public use of the Project area. Oakley IDOLS HYDROELECTRIC PROJECT STUDY PLANS AND INFORMATION Low Flow Demonstration Low flow demonstrations planned for earlier this year were canceled due to high flow conditions. This demonstration will be rescheduled during late May to early June 1996, when flow conditions are more conducive to simulating a low flow scenario. Duke Power Company will consult with NCDRR, NCWRC, and USFWS personnel to reschedule this demonstration. Fish Ladder Functionality The USFWS requested verification relative to the functionality of the fish ladder at the Project. The applicant is not aware of any current or historical utilization of the spillway fish ladder for upstream passage at the Project. The only Yadkin River--species that might benefit from upstream passage at the Project would be the striped bass during upstream spawning migration. In the late 1980's, the NCWRC investigated the feasibility of establishing a self-sustaining striped bass population in the Yadkin River. Upstream passage at the Project was a consideration of this study. After conducting field surveys of water velocities in potential striped bass spawning and nursery areas, the NCWRC concluded that water velocities were either inadequate or marginal to suspend striped bass eggs and fry for successful propagation. Additionally, research revealed that there were no documented cases where fish ladders were utilized by striped bass. The NCWRC concluded there was little likelihood of establishing a self-sustaining population of striped bass within the Yadkin River, and that the enhancement of the striped bass population within the Yadkin River system may be accomplished with alternative management methods. Dissolved Oxygen Monitoring The NCDWR, NCWRC, and USFWS have expressed concerns about the dissolved oxygen levels in the bypass reach during the low-flow period of the year. To address these concerns, dissolved oxygen levels and water temperatures in the bypass reach just downstream of the spillway will be monitored during July-September 1996. Data will be collected with Hydrolab Datasonde II® units installed in the bypass reach. The exact monitoring location and placement II units will be determined during the low demonstration scheduled during May or June of the Datasonde flow 1996. Two Datasonde II units will be placed in the bypass to-begin data collection on July 1, 1996. The two units will be. placed in the same location to ensure continuous data collection in the-event one of the units malfunctions. The units will be programmed to collect data every 15 minutes. With this frequency of data collection, the batteries in each unit should provide nine consecutive days of operation. To ensure uninterrupted data collection, however, both units will be swapped out with new units every seven days. The units will be returned to the laboratory where the data will be downloaded, and the units will be cleaned, recalibrated, and the batteries recharged for redeployment the following week. This procedure will be repeated each week of the 3- month study period. The data collected over the 3-month study period will be analyzed to provide hourly.averages for dissolved oxygen- (ppm) and water temperature (C). These data will be used to determine diurnal and diel dissolved oxygen patterns in the bypass reach during the-low-flow period of the year. The results of this study will be summarized and reported to the NCWWR, NCWRC, and the USFWS. Assessment of Entrainment The NCWRC and the USFWS have both expressed concerns about fish entrainment and mortality at the Project. The NCWRC criteria for water intakes establish the maximum intake rack bar spacing and water velocity as 2.5 in and 1.5 fps, respectively. If these criteria can not be met for the Idols Hydroelectric Project, then specific studies must be conducted to address entrainment and entrainment mortality. Due to the configuration of the powerhouse and the resulting difficulty in conducting definitive entrainment studies, both NCWRC and the USFWS have agreed that an assessment of the entrainment potential and a calculation of the entrainment mortality potential will be an acceptable approach to address this issue. This approach is consistent with the approach used for the Spencer Mountain Hydroelectric Project. Intake Velocity Determinations The first step in addressing the entrainment issue will consist.of an evaluation of the intake velocities and trash rack spacing at the Project to determine consistency with the NCWRC screening and flow criteria. Intake velocities will be determined by measuring velocities just upstream of the trashrack of each operating unit under four-unit operation. Due to the inclination of the trashracks, velocity will be measured along a transect parallel to-the intake, approximately 2 m upstream of the trashracks. A rope will be stretched across the intake at this point to allow measurements to be taken from a boat. The 16-ft diameter opening for each unit will be divided into 3-ft wide vertical strips, for a total of five strips per unit. A Marsh-McBirneyo Model 201 flowmeter will be used to measure velocity at 0.2 and 0.8 of the water depth within each vertical strip. Velocity data will be summarized separately for individual units and collectively for all units. These data will be submitted to the NCWRC and USFWS for their review. Entrainment/Mortality Potential If the trash rack spacing and intake velocities at the Project exceed the NCWRC criteria, an assessment of the entrainment potential and a calculation of the entrainment mortality potential will be conducted. The assessment of entrainment potential will consist of an electrofishing evaluation of fish densities in the forebay of the Project impoundment. The forebay fishery will be sampled with boat- mounted electrofishing equipment. The shoreline and near- shore area on the powerhouse side of the river will be sampled from the intake to just upstream of the railroad bridge (150-m transect). Sampling will be conducted during late May to early June, when fishes should be concentrated in the near-shore area. All collected fishes will be identified to species, measured for total length (mm), and released. Data will be summarized to provide a qualitative and quantitative (catch-per-unit-of-effort) assessment of the forebay fishery. The assessment of the entrainment mortality potential at the Project will be conducted by calculating the probability that an entrained fish will be struck by a turbine blade as the fish passes through the Project's turbines. The probability will be calculated using Von Raben's formula (Cada 1990), based on fish size, turbine characteristics, runner speed, and discharge. The evaluation will be conducted for the range of species and sizes of fishes collected during the forebay fish survey mentioned above. The application of this formula will be the same as that used for a similar determination at the Spencer Mountain Hydroelectric Project. These data will be summarized to provide an assessment of the entrainment mortality potential for the species of fishes that would most likely be entrained. Downstream Flow and Approximate Run-of-River Operation It was suggested that Duke plot USGS gage readings above and below the project during low flow season. If these plots indicate that the flow readings follow the same relative pattern, then that will help resolve any downstream flow concerns and help demonstrate that Idols has an approximate run-of-river operation. Enclosed are plots of USGS gage readings above (Enon Gage: drainage area = 1694 square miles) and below (Yadkin College Gage: drainage area = 2280 square miles) the project during the low flow season. The plots are historical daily mean flows from July 1 to September 30 for the following years: 1980 - 1986; 1989 - 1991; and 1993. The North Carolina Wildlife Resources Commission is authorized to comment and make recommendations which relate to the impacts of this project on fish and wildlife through the Federal License of Water Resource Project Act (Federal Power Act-16 U.S.C. 791a et seq.), and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d). We find the study plans acceptable as written for the sections on low flow demonstration, fish ladder functionality, and dissolved oxygen monitoring. We recommend that the second paragraph under the subtitle Entrainment/Mortality Potential within the section on assessment of entrainment be modified. At present, this section states that fish sampling data will be used to calculate entrainment mortality potential by using Von Raben's formula. Depending on the results of fish sampling upstream of the intake, we may recommend that a site-specific mortality study be conducted. The presence of target species such as federal or state listed species, certain game species, or critical nongame species would drive our recommendation as to how to calculate a mortality estimate. In the absence of target species, we would likely agree to using Von Raben's formula to estimate entrainment mortality potential. We have discussed the section pertaining to downstream flow and approximate run-of- river operation with personnel of the North Carolina Division of Water Resources (DWR). Our primary concerns are related to downstream flows and how project operations might impact those flows and their uses. The fill and spill calculations provided appear to be correct. These show that with a two- foot drawdown and a 7Q10 inflow, if the project went off line it would spill in about an hour and a half and return to run-of-river downstream. These calculations were to assist in determining what level of drawdown might be acceptable but do not directly relate to whether the project approximates run-of-river operation. The DWR also reviewed the U.S. Geological Survey (USGS) gage data provided in the report. These hydrographs show daily mean flows at the Yadkin College and Enon USGS gages on the Yadkin River. We can not determine from these records of daily mean flows whether the operation of Idols Hydro approximates run-of-river or not. We recommend plotting hourly flow data for both gages for shorter periods (two weeks) during the low flow months of July through October. An evaluation for these low flow periods from 1991 through 1996 should be made. This evaluation should include hourly plots for the same time period of the water withdrawn by Winston-Salem from Idols for water supply and the city's wastewater discharge to downstream tributaries. Two NPDES permitted facilities discharge treated wastewater within the Carters Creek watershed. Since Carters Creek joins the Yadkin River immediately downstream of the spillway, the Division recommends that the D.O. monitoring station be relocated downstream of the spillway within the bypass reach. . Duke Power has responded to the Division's concerns by proposing a study plan to continuously monitor D.O. and temperature within the bypass reach. The Division has reviewed and approves of the study plan submitted on May 16, 1996. Since the low flow demonstration has been postponed twice, the proposed three month data collection period will have to be shifted back in time compared to the time period outline in the study plan. It has been recognized by the American Society of Mechanical Engineers as a regional historic mechanical engineering landmark. Background During first stage consultation for relicensing the Idols Project, the Division of Water Quality requested that the relicense applicant ("Applicant") implement a monitoring program to determine dissolved oxygen levels in the bypass reach during low flow periods of the year. The data would be used by DWQ and other agencies to evaluate the suitability of summer water quality conditions in the bypass reach for fishery and waste assimilation purposes under the current (and proposed) mode of project operation. Applicant complied with this request by using continuous recorders to collect data at 15 minute intervals from July 1 through September 30, 1996. Unfortunately, above-average river flows precluded evaluating the bypass under "worst-case" conditions, hampered the deployment and retrieval of monitoring equipment, resulting in extended periods with no data collection, and greatly affected the accuracy of the data through progressive fouling of the sensor membrane. After reviewing the data, Applicant and DWQ determined: (1) the data was not suitable for use in addressing the objectives of the monitoring program, and (2) a revised monitoring program comprising the use of a hand-held meter to take measurements twice daily would be better suited to the goals of the monitoring program. Measurement Procedures Dissolved oxygen, water temperature and depth of water over the dam were measured during the period June 26 through September 30, 1997. The DO and temperature measurements were made in the morning and evening of each day using a YSI® Model 55 hand-held meter. The meter probe was attached to an extension pole and placed approximately V below the water surface immediately downstream of the dam at the northeast end (see Attachment 1). Probe membranes were changed every two to three weeks. Exceptionally low flows resulted in several consecutive days in August and September when no flows passed over the dam. We were able to confirm that water backs up to the base of the dam under all conditions and we were able to measure the effects on DO levels during prolonged periods when no water is passing over the dam. The data, provided in both tabular and graph form in Attachment 2, is consistent with data gathered in the project vicinity in 1994: DO levels are relatively high, typically above 8 mg/l, and show a slight diurnal trend, with levels generally higher in the morning than those in the evening. We also found that DO levels dropped during periods when no flow passed over the dam. However, the reductions were relatively modest, presumably due to moderating effects of dam leakage and tailwater recirculation within the bypass reach. Northbrook Carolina Hydro, LLC is requesting 401 Water Quality Certification from the North Carolina Division of Water Quality. The NCWRC has reviewed information provided by the applicant, and field biologists on our staff are familiar with habitat values of the project area and a site visit was conducted on December 3, 1997. These comments are provided in accordance with provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d). We have no objection to the issuance of 401 certification for this project. The applicant has satisfactorily addressed our concerns on levels of dissolved oxygen in the by-pass reach (1997 data) and entrainment/mortality issues (9/97). There had been some concern about the functionality of the fish ladder. To the best of our knowledge, there has been no historical documentation that the fish ladder has ever been used by fish for upstream passage. Based on results of a 1988 NCWRC titled Survey of Ictalurid Populations in the Upper Yadkin and South Yadkin Rivers, we concluded that Idols Dam was a breaking point on the river between flathead catfish and bullhead catfish populations. The dam effectively blocked upstream migrations of flathead catfish, preserving the abundant native bullhead fishery above the dam from elimination through predation by flathead catfish. - Mr. Dorney Idols Project 2 12/3/97 One issue that the applicant might want to look into is providing fishingiboating access to the river somewhere below the dam on the their property. Public access to the river is limited at this location and this area can receive heavy fishing pressure during the springtime spawning runs of striped bass, white bass and white perch from High Rock Lake. In the past, the NCWRC and Forsyth County Parks and Recreation Department had been in contact with the former owner of Idols Dam, Duke Power Company, about providing some public access at the site. North Carolina state study list on April 8, 1982, for potential nomination to the National Register of Historic Places. The power print is eligible for listing under Criterion A for social history for its role in the development of the town of Winston and Salem (Winston-Salem) into a significant manufacturing and industrial center, and Criterion C for its engineering. It has been recognized by the American Society of Mechanical Engineers as a regional historic mechanical engineering landmark. We understand Duke Power intends to file an Applicstion for New Licenso, and is not at this time proposing any structural changes to, the-historic plant. We have deter-mined the issuance of a new license will' have no effect upon 'the historic plant. If any plans for structural changes are developed in the future we will need to review the plans under Section 106 of the National Historic Preservation Act for compliance with the Secretary of the interior's Standards and Guidelines. We are pleased the Idols Hydroelectric Plant will continue to be used for its historic purpose of generating electricity. The applicant is not aware of any current or hiatari041 utilization of the spillway fish ladder for upstream passage at the Project. The only Yadkin River-species that might uellefit from upstream passage at the project would be the striped bass during upstream spawning migration. In the late 1980's, the NC.C investigated the feasibility of establishing a self-sustaining striped bass population in the Yadkin River. Upstream passage at the Project was a consideration 'Of this study. After conducting field surveys of water velocities In potential striped bass spawning and nursery areas,.the NCwRC concluded that water velocities were either inadequate or marginal to suspend striped bass eggs and fry for successful propagation. Additionally, research revealed that there were no documented cases where fish ladders were utilized by striped baso. The VCWRC concluded there was little likelihood of establishing a self-sustaining population of striped bass within the Yadkin River, and that the enhancement of the striped bass population within the Yadkin River system may be acoompi_ishad with alternative management methods. Dissolved oxygen monitoring The NCVWR, NCWRC, and TISMS, -,Ave Q,Kpre,ssced concerns about the dissolved omen levels in r_t3e bypass reach during the low-flow period of the year. Two Datasonde II units will be placed in the bypass to-begin data collection on duly 1, 19.96. The two units will be. placed in the same location to ensure continuous data collection in the,eventr one of the units malfunctions. The units will be programmed to collect data every IS minutee_ With this frequency of data collection, the batteries in each unit should provide nines consecutive days of operation. To ensure uninterrupted data collection, however, both units will be swapped out with new units every seven days. The units will be returned to the laboratory where the data will be downloaded, and the units will be cleaned, recalibrated, and the batteries recharged for redeployment the following week. This procedure will be repeated each week of the 3- month study period. The data collected over the 3-month study period will be analyzed to provide hourly.averages for dissolved oxygen (ppm) and water temperature (C). These data will be used to determine diurnal and diet dissolved oxygen patt~orns in the bypass reach during the,low-flow period of the year. The results of this study will be summarized and reported to the NCDWR, NCWRC, and the USFWS. . Assessment of Entrainment The NCWRC and the USFWS have both expressed concerns about fish entrainment and mortality at the Project. The 14CWRC '-feria for water intakes establish the maximum intake rsrk bar spacing and water velocity as 2.5 in and 1.5 fps, respectively. if these criteria can not be met for the idols Hydroelectric Project, then specific studies must be conducted to address entrainment and entrainment mortality. Due to the configuration of the powerhouse and the resulting difficulty in conducting definitive entrainment studies, both NCWRC and the USFWS have agreed that-an assessment of the entrainment potential and'a-calculation of the entrainment mortality potential will be an acceptable approach to address this issue. This approach is consistent with the approach used for the Spencer Mountain Hydroelectric Project. T.ntake yelocity_ Dete?rminations The first step in addressing the entrainment issue will consist.- of an evaluation of the intake velocities and trash rack 9paci.ng at the Project to determine consistency with ..I the NCWRC screening and flow criteria. Intake velocities will be determined by measuring velocities just upstream of the trashrack of each operating unit under four-unit operation. Due to the inclination of the trashracks, velocity will be measured along a transect parallel to„the intake, approximately 2 in upstream of the traehraaks. A rope will be stretched across the intake at this point to allow measurements to be taken from a boat- The 16-ft diameter opening for each unit will be divided into 3-ft wide vertical strips, for a total of five strips per unit. A Marsh-Mcairney® Model 201 flowmater will be used to measure velocity at 0.2 and 0.8 of the water depth within each vertical strip. velocity data will be summarized separately for individual units and collectively for all units. These data will be submitted to the NCWRC and USrw$ for their review. Entrainment/Mortality Potential If the trash rack spacing and intake velocities at the Project exceed the NCwRe criteria, an assessment of the entrairment potential and a calculation of the entrainment mortality potential will be conducted. The assessment of entrainment potential will con sixt of an elactrofishing evaluation of fish densities in the forebay of the Project impoundment. The forebay fishery will be sampled with boat- mounted electrotishing equipment. The shoreline and near- shore area on the powerhouse side of the river will be sampled from the intake to just upstream of the railroad bridge (150--m t:ra.nsect) . sampling will be conducted, during late May to early June, when, fishes should be concentrated in the near-shore area. All collected fishes will be identified to species, measured for total, length (mm), and released. Data will be summarized to provide a qualitative and quantitative (catch-per-unit-of-effort) assessment of (:he forebay fishery. The assessment of the entrainment mortality potential at the Project will be conducted by calculating the probability that an entrained fish will by struck by a turbine blade as the fish passes through the Project's turbines. The probability will be calculated using Von laben's formula (Cddd 1990), based on fish size, turbine; characteristics, runncr apeed, and discharge. The evaluation will be conducted for the range of apccies =a sixes of fishes collected during the forebay fish survey mentioned above. The application of this formula will be the same an that used for a similar determination at the Spencer Mountain Hydroelectric Project. These data will be summarized to provide an assessment of the entrainment mortality potential t for the species of fishes that would most likely be entrained. These data and the forebay fish survey data will, be the basis for determining if there Ls a potential entrainment /mortality problem at the project.
