North Carolina, 27604 Subject: Coastal Carolina Regional Airport, Craven County, DWQ Project # 97-0708 vs 2 Dear Ms. Sullins: This is in response to your letter of April 17, 2009 to Mr. Thomas Braaten requesting documentation indicating why impacts from two projects at the Airport should not combined and quantified in the current request for certification. The two projects are completely separate and designed to serve different safety issues at the airport. The projects are at opposite ends of the main runway. They are over a mile apart and drain to different streams. The first project is the improvement of the Runway Safety Area (RSA) at the north end of the runway. The RSA provides a safety area for aircraft that overshoot or undershoot the runway. The existing RSA does not meet current Federal Aviation Administration (FAA) design standards for C-III Airports like Coastal Carolina. The environmental documentation for this project began in March 2005 with agency coordination through the State Clearinghouse. During the preparation of the Environmental Assessment (EA), an onsite meeting was held with the US Army Corps of Engineers (USACE), DWQ, and the Wildlife Resources Commission(WRC). The EA was circulated for this project and the FAA issued a Finding of No Significant Impact (FONSI). The Airport has recently begun assessing the environmental impacts associated with the removal of trees on the southern approach to the Airport. These trees are in the runway Protection Zone (RPZ) south of the runway. As trees penetrate the approach slope, they become a serious safety concern for aircraft. The proposed project will remove current penetrations and eliminate trees that would present future penetrations.
