Dear Mr. Braaten:
On December 15, 2008,the Division of Water Quality(DWQ)received your application dated November
7, 2008,with Public Notice issued by the USACE on November 20, 2008, and received by the DWQ on
November 21, 2008, to fill or otherwise impact 0.81 acres of 404/wetland, 15,682 square feet of Zone 1
Neuse River basin protected riparian buffers and 5,700 square feet of Zone 2 Neuse River basin protected
riparian buffers to construct the proposed extension of Runway 22 Safety Area at the site. On January 21,
2009, and February 9, 2009,the DWQ received additional information from you, however,the DWQ has
determined that your application remains incomplete and/or provided inaccurate information as discussed
below. The DWQ will require additional information in order to process your application to impact
protected wetlands and/or streams on the subject property. The DWQ will require additional information

Therefore, unless we receive five copies of the additional information requested below, we will place this
project on hold as incomplete until we receive this additional information. If we do not receive the
requested information, your project will be formally returned as incomplete. Please provide the following
information so that we may continue to review your project.
Additional Information Requested:
1. Per the requirements of GC 3705,this project must comply with Stormwater Management Plan
(SMP)Requirements for Applicants Other Than the North Carolina Department of
Transportation,available at:

You have two options for meeting the SMP requirement:
a. Submit an SMP to the DWQ 401 Unit that removes a minimum of 85 percent TSS and 30
percent TN from the Stormwater generated by the entire project(as defined by the Army
Corps of Engineers). For each proposed BMP, please provide a completed BMP

b. Provide documentation of the DWQ Washington Regional Office's approval of the SMP
for this project by providing BOTH a valid approval letter from the DWQ Washington
Regional Office AND one copy of the approved SMP, including plan details,calculations
and other supporting information.
2. Please be advised that a temporary Sediment and Erosion Control Plan does not suffice to meet
the requirement for a permanent SMP. Please be further advised that failure to provide an
appropriate SMP in the next submittal will result in a return of application.
Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter,your project will be withdrawn and
you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands,waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized(at
