Just an informative email letting you know that the current contractor out at Eagle Island, Ashridge Construction Co., is working on constructing a permanent ramp at Pipeline Route 5 (see maps) for the access of pipeline from the Cape Fear River to Cells 2 and 3. On 13 September I met with the Contracting Officer's representative in the field to establish the exact alignment and limits of the ramp. I also verified the limits of the 404 wetland line, which were marked by the existing silt fence. The ramp shall extend from the edge of the wetlands to the outside edge of the existing top of dike at approximately elevation 40' NAVD 88. The ramp shall be constructed with coarse grained material obtained from the northeast corner of Cell 2 and shall be constructed to provide a top width of 20' with 4H:1V side slopes. Temporary silt fence shall be installed prior to placement of fill to prevent runoff and loss of material into the wetlands. Southern Dredging mentioned they preferred this location rather than the #6 route close to Cross Dike 2/3 because it avoids the main lower access road, and the distance from the river to high ground is less. Approximate quantity of fill to construct the ramp is 400 cy. If you have any questions, please don't hesitate to call me at (910) 251-4635.
