Sullins Governor Director February 9, 2009 Ms. Melanie McKinney S&ME, Inc. 3718 Old Battleground Road Greensboro, NC 27410 Re: Grandover Wetland Creation - Hole 12 West Holden Road Stream Restoration Year 5 Annual Monitoring Report Guilford County DWQ #07-0330 Dear Ms. McKinney: Dee Freeman Secretary The Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit has reviewed the Monitoring Report for the above-referenced sites. Our comments are as follows: Grandover Wetland Creation We appreciate the efforts that were made during the 2008 growing season to monitor groundwater levels daily for 15 days. Continual saturation within the root zone was observed for at least 12 days at all monitoring wells, thereby meeting success criteria and exceeding the reference hydroperiod. Monitoring results and onsite observations have indicated that the project contains targeted vegetation types at acceptable densities to meet the goals of the revised planting plan. Developing hydric soil features were observed at the 2007 site visit. We request submittal of the mechanism (e.g. deed restriction) detailing the party responsible for long-term protection of the site. Upon receipt at our office, the wetland creation area will be released from monitoring, and we will expect the terms of the protection mechanism to be followed in order to allow the site to continue to develop naturally. Holden Road Stream Restoration According to the Year 5 monitoring report, repairs and stabilization activities were undertaken in October 2007. Repairs had been conducted previously on this stream restoration project. The ultimate stability of the stream is of some concern. Please contact Eric Kulz to set up a site visit for the purpose of evaluating the condition of the stream and the extent of the repairs. The decision to release the site or to request additional monitoring will be based on observations of site conditions.
