The ORC of the facility is Robert Geddie, Grade IV WWTP operator. The facility has the following staff
members as Backup ORC: Russel Rotin, Mike Robinson and Horace Burnell. Mr. Ray Beard had just taken the
Grade II WWTP exam and when he passes he will also be incuded as a Backup ORC. As a reminder please
submit the appropriate form to NCDENR/DWQ/Training & Certification Group in Raleigh and a copy to our
office when Mr. Beard is added as a Backup ORC.

treatment to the following industries: PMDF, Nafion, and Butacite. Mineral by products from the water
treatment system is also discharged into the WWTP. All the industries are owned by Dupont. The Dymetrol
industry has closed since the last inspection but Butacite utilizes the building for printing vehicle
labels which are located on the windshields. PMDF sends only domestic wastewater to the treatment
facility and their process water is trucked to a hazardous waste incinerator.
All wastewater enters the head of the plant by gravity. Four (4) influent pumps are onsite to bring the
flow into the plant.
Ammonia and phosphoric acid are added each day as a food source to enable the bacteria to live and
reproduce.
The waste stream flows to the EQ basin where it is mixed and aerated. Three (3) aerators and two (2)
mixers are located in this tank. One (1) aerator was under repair. The flow then travels into the
aeration basin with diffused air. The basin.appeared to be operating adequately with the exception of
the biomixer which was not operational at the time of the inspection. As per staff, they plan to have
the biomixer up and running by the end of the month. It has not caused noncompliance as per staff. The
biomixer mixes and adds air in an area where the influent enters the tank. The most recent Mixed Liquor
Suspended Solids (MLSS) result was 3466 mg/L in the week of March 16, 2003. The MLSS travels to a
degasifier which removes gas and bubbles from the MLSS before it enters the clarifiers.
Clarifier #1 and Clarifier #2 appeared to be operational. Sludge depths were 3 feet in both. Clarifiers
are taken out of service monthly for maintenance and repair. Some (not excessive) algae was noted on the
wall below the weirs. ***AS A REMINDER THE WEIRS AND OTHER AREAS OF BOTH CLARIFIERS APPEARED TO HAVE
PAINT WORN FROM THEM, THESE AREAS SHOULD BE REPAIRED IN THE NEAR FUTURE TO ELIMINATE FURTHER COSTS IN THE
FUTURE AND AS PART OF MAINTAINING ALL AREAS IN THE WWTP AS PER THE NPDES PERMIT.***
The effluent appeared to be free of solids. The effluent outfall is easily accessible from the area near
the William 0. Huske Lock and Dam #1.
The effluent composite sampler temperature for 001 (process water) was 2 degrees C and 002 (cooling water
and 001) was < 2 degrees C. The sample tubing for 002 appeared to have some algae buildup. ***THE
TUBING SHOULD BE CHANGED MORE FREQUENTLY TO ELIMINATE POSSIBLE NPDES PERMIT LIMIT VIOLATIONS.*** The
effluent is flow proportional based on increase of pulses as the flow increases which increases the
frequency of sampling.
The effluent flow meter was calibrated August 7, 2002 by Instrumentation Services Inc. The flow meter is
a Fischer Porter Ultrasonic. A new flow meter (Sigma 980) is also onsite and will be installed as a
backup.
Solids are wasted to the DAF unit and then to the sludge holding and thickener and finally to the sludge
filter press. A spill had occurred outside the sludge holding tank due to pump malfunction. The
containment wall kept the sludge from flowing outside this area. A septic tank truck was enroute to
clean this area. Polymer is added to the biosolids before they enter the press to assist with
dewatering. Solids content leaving the press are between 11 - 15%. From the press, solids are dried and
lime is added and treatment of biosolids are complete. Sludge disposal is by Waste Industries which
transports the dried biosolids to their landfill in Roseboro (Sampson County).
All maintenance records are on computer and documentation is incorporated by the Powerhouse (Utilities)
division of this facility which is located onsite:

are done by facility staff and is certified under Field Parameter Certification #5105.
Laboratory records were reviewed for the month of June 2002 and compared to Discharge Monitoring Reports.
All records reviewed appeared to be accurate.
A compliance evaluation analysis report for the period January 2002 through December 2002 revealed a
monthly BOD violation in November 2002. A request was received by our office to waive an enforcement
for this violation based on past compliance history. This has been forwarded to Raleigh for a final
decision. The industry Butacite introduced a new product (3G0 plasticide) into their process which was
discharged into the WWTP and it resulted in the BOD violation as per staff. various process control
changes were implemented such as COD analyses completed every shift on the clarifiers to detect this
substance in the WWTP in the future.
