Wastewater Treatment Plant — Effluent Channel

Dear Mr. Johnson:
As you know this office received your telephone, call notifying this office that your
company personnel had observed high turbidity levels in the effluent channel below your
wastewater treatment plant on the week of August 16, 1999. This notification was made to Mr.
Paul Rawls, Regional Supervisor, of this office, which resulted in our meeting on August 20,
1999. You indicated that your company personnel findings with photographs revealed a stream
channel that showed signs of what appeared to be natural soil erosion. It was decided that an on-
site inspection by DWQ Staff was warranted.
On Monday, August 23, 1999, I conducted an inspection of the effluent channel along
with your staff. The inspection revealed areas of soil that had fail into the effluent channel from
its vertical walls. It was determined that the soil erosion was most likely caused by natural
contraction of drying soil particles. It is understood that your company was not responsibility for
the natural soil erosion. Because Dupont uses the channel as an effluent conveyance, it should
develop measures to control soil erosion from entering the Cape Fear River.

Therefore, it is requested that Dupont submit to this office a response to the following
• Plan of action to stabilize bank erosion
• Proposal to include removal of newly eroded material existing in the effluent
channel
