My husband and I live about one mile from Dumont -Fayetteville Works Plant, and have concerns
regarding the DuPont draft Permit NC0003573.
We feel that DuPont should have to prove compliance with each permit renewal. Also all
substances with daily limits should be tested daily such as Fluoride. Fluoride has a tendency to
accumulate in bones, plants and soil. It needs to be tested daily because it has a daily
maximum of (7,917 pounds) of fluoride that DuPont is allowed to release. DuPont should have to
remove the downstream "mixing zone" of 4500 feet. The testing should be immediately below
the discharge point.
The permit should include standards as well as limitations on PFOA. PFOA is linked to cancer and
birth defects in animals. That is being regulated with groundwater standards. The discharge of a
substance into the Cape Fear River will have impacts on downstream drinking water supply,
therefore stria monitoring and limiting PFOA discharge is vital to protecting the area's water
supply sources.
The interim groundwater standard of 2.0 parts per billion for PFOA(C8) is too lax. PFOA is already
in groundwater and an area lake near the DuPont -Fayetteville Works Plant. If the interim
groundwater standard of 2.0 parts per billion is approved it will relieve DuPont of nearly all clean-
up responsibilities and endanger North Carolina residents well water (if they are not already).
Most states are looking at a far more protective groundwater standards of 0.5 parts per billion or
less.
I would like to request a public hearing on this permit, and would like to be notified about the
hearing when it is scheduled.
I would like to thank the Division of Water Quality for being allowed to voice my concerns
regarding the permit.
