Because the facility has production based limits, the total pounds of BOD should not increase. However, please review the WLA for this facility to confirm that problems should not arise from this change. A -NE TEC"NaL SERVICES UR11 Res.: (919)485-1412 THOMAS W. Box 27687 Raleigh, North Carolina 27611-7687 Dear Mr. Finan: Thank you for your letter of December 10. I apologize for making an inappropriate assumption that you had detailed data on our biofacilities at your fingertips. As we discussed by telephone yesterday, the data you requested are given below: Aeration Basin Effective Volume - 440,000 gallons Clarifier Effective Surface Area - 1590 ft.2 Fayetteville Flow., Million gal. GLUMRB Standard* 0.5 1_1 Aeration Detention, hrs. 21.1 9.6 6.0 - 7.5 Clarifier Overflow (gpd/ft.2) 314 692 700 * Great Lakes - Upper Mississippi River Board of State Sanitary Engineers, Recommended Standards for Sewage Works, 1971. The values reported above are for plants in the flow range of 0.5 million gpd to 1.5 million gpd. R CEIVE ► E, 1 91984 NATER QUALIFY Y SECTION OPERATIONS BRANCH There's a world of things we're doing something about •q _ ter': . r DOUGLAS S. FINAN -2- DECEMBER 18, 1984 The recommended standards are based on peak flow (for "significant flow periods", i -.e. maximum daily) rather than average values. Maximum daily flow is a more appropriate design parameter than average flow. We still maintain that flow limits are unnecessary for an effluent limited discharge because exceeding the hydraulic or oxidative capacity of the plant will result in exceeding the mass -based discharge limits. However if the Department feels a flow limitation is required, only a daily maximum value, rather than daily average value, need be imposed to.conform to recommended standard practice. If you need any further information or clarification on this subject, please contact me. Sincerely, Thomas W. Olcott Environmental Control Coordinator (919) 483-4581 TWO:mm 0882M CC: M.J.
