Please find attached a request by Dupont to increase the flow on pipe
#001. Because the facility has production based limits, the total pounds
of BOD should not increase. However, please review the WLA for this facility
to confirm that problems should not arise from this change.

making an inappropriate assumption that you had detailed data on our
biofacilities at your fingertips. As we discussed by telephone
yesterday, the data you requested are given below:

The recommended standards are based on peak flow (for
"significant flow periods", i -.e. maximum daily) rather than average
values. Maximum daily flow is a more appropriate design parameter
than average flow.
We still maintain that flow limits are unnecessary for an
effluent limited discharge because exceeding the hydraulic or
oxidative capacity of the plant will result in exceeding the
mass -based discharge limits. However if the Department feels a flow
limitation is required, only a daily maximum value, rather than daily
average value, need be imposed to.conform to recommended standard
practice.
