HomeMy WebLinkAboutDEQp00020262Chemours NPDES Permit File Timeline The facility is subject to Federal Effluent Guidelines for Organic Chemicals, Plastic and Synthetic Fibers under 40 CFR Part 414. The guidelines apply to the manufacture of rayon fibers, other fibers, thermoplastic resins, commodity organic chemicals, bulk organic chemicals, and specialty organic chemicals. These guidelines require limits for BOD, TSS and priority pollutants. The limits are calculated based on production flows. First WLA — 3/13/1976 1977 — DuPont started the fluorocarbon manufacturing facility (Nafion) the process included the oxidation of hexafluoropropylene (HFP) to produce Hexafluoropropylene Epoxide (HFPO) Waste Load Allocations: 1984,1985, 1986, 1989, 1992 Processes: Butacite°, Nafion® and Dymetrol® (No permits on file) 1995 Permit renewal: Permit application submitted December 1, 1995 Permit application included the following manufacturing processes: 1. Butacite® - manufacture of Polyvinyl Butyral° (PVB), raw materials used Butyraldehyde and polyvinyl alcohol 2. Manufacture of Hexafluoropropylene Epoxide (HFPO), raw material hexafluoropropylene (HFP) 3. Nafion® - manufacture of perfluorinated intermediates, perfluorinated resins and perfluorinated laminated films, raw material HFPO. Permit issued July 25, 1996, effective September 1, 1996, expiration May 31, 2001. Permit writer Greg Nizich, signed by David Goodrich. Internal Outfall 001—WWTP, process wastewaters from Butacite°, Nafion®, and Dymetrol®. OCPSF limits for BOD, TSS and Subpart I priority pollutants. Outfall 002 — Combined outfalls, cooling waters, blowdown, cooling tower blowdown from BCH Energy, stomwater, 001 and 006. Limits for fluoride. Internal Outfall 006 — low biodegradable process wastewaters from Nafion®. BOD limits. August 5, 1996 — Permit correction issued by Greg Nizich to revise the OCPS limits using the correct production flow. Page 1 of 5 September 26, 2000— Division approved a replacing an existing vacuum pump with a new liquid ring vacuum pump. The modification will generate an increase in fluorocarbons that go to the WWTP in the amount of 220 Ib/yr or 0.6 Ib/day. October 20, 2000 — Request to determine if limits would change with the outfall relocation upstream of Lock & Dam #3. Division withheld making decision until 2001-2002 as additional sampling and modeling will be performed. 2001 Permit renewal: Permit application submitted on May 8, 2001 DuPont requested the following modifications to the permit: 1— BCH Energy Project was shutdown. 2 — Add wastewaters from the new Teflon® facility for fluoropolymer resin manufacturing which produces PMDF and fluoroproducts (APFO). The new facility started production in December 2000. Process wastewaters are treated in the WWTP. Permit application included the following manufacturing processes: 1. Butacite ® manufacturing - produces Butacite® interlayer plastic sheeting and polyvinyl butyral resin (PVB). Wastewaters generated are treated in the WWTP. Expected to increase production within the next five years. 2. Nafion® manufacturing— produces Nafion® membrane, Nafion® resins, Nafion® Solutions, FLPR vinyl ether monomers, HFPO monomers. 3. Teflon® —Teflon® resins 4. APFO (Ammoniun perfluoro-oxidate) manufacturing — produces APFO resins Permit issued January 9, 2004, effective February 1, 2004, expiration October 31, 2006. Internal Outfall 001— WWTP, wastewaters from Butacite®, Dymetrol®, Nafion®, Teflon® PMDF and APFO, process stormwater, sanitary wastewater and co -neutralized regenerate. OCPSF limits for BOD, TSS and Subpart I priority pollutants. Internal Outfall 006 — low biodegradable Nafion® wastewasters. OCPSF limits for BOD, TSS and Subpart J priority pollutants. Internal Outfall 007- low biodegradable APFO wastewaters. OCPSF limits for BOD, TSS and Subpart J priority pollutants. Outfall 002 — combined internal outfalls, non -contact cooling water, boiler blowdown and condensate. Limit for fluoride. Permit was modified on February 3, 2004 (signed by Mark McIntire) with the following changes: Page 2 of 5 Internal Outfall 001— eliminated Dymetrol and APFO WWTP from the wastewaters listed for this outfall, wastewater from Butacite®, Nafion®, Teflon® PMDF are still included Internal Outfall 006- low biodegradable wastewaters from Nafion® Internal Outfall 007 was eliminated, there will be no discharge of wastewaters from the APFO process Outfall 002 — combined outfall, stormwater, non contact cooling waters. April 23, 2002 — Changes in discharges of Toxic Substances, DuPont requested clarification of the reporting requirements in Part III (C) of the permit, whether it is required to report compounds that are not detectable leaving the WWTP. August 27, 2002 - Request to treat wastewater from Nafion® containing Dimethyl Sulfoxide (DMSO) in the WWTP. Division approved request December 20, 2002. July 16, 2003 — Division's letter to DuPont waiving instream monitoring requirements as they are members of the Middle Cape Fear Basin Association. 2006 Permit renewal: May 1, 2006 - DuPont submitted permit renewal application. Permit application included the following manufacturing processes: 1. Butacite° Manufacturing — produces Butacite° interlayer plastic sheeting and polyvinyl butyral resin (PVB). Wastewaters generated are treated in the WWTP. 2. Nafion® Manufacturing— produces Nafion® Membrane plastic film, Nafion® resins, FLPR vinyl ether, and HFPO monomer. Wastewaters generated are treated in the WWTP. 3. Teflon® manufacturing — produces Teflon® FEP resin. Wastewaters generated are treated in the WWTP. 4. APFO manufacturing- produces ammonium perfluorooctanoate. Wastewaters from the process are collected and shipped off-site. 5. SentryGlas° Plus manufacturing — produces SentryGlas® Plus ionoplast interlayer laminate. The process facility was started in June 2005. No process wastewater discharged. 6. Proposed new manufacturing facility for polyvinyl fluoride polymer resin (PVF) — expected to begin production in October 2007. Wastewaters from the process expected to contain vinyl fluoride. The estimated concentration of vinyl fluoride at outfall 002 is 0.0035 mg/l. Wastewaters generated in the process will be treated in the WWTP. Permit issued May 25, 2007, effective July 1, 2007, expiration October 31, 2011. Permit writer Teresa Rodriguez, signed by Gil Vinzani. Internal Outfall 001— wastewater from Butacite®, Nafion®, Teflon® PMDF and PVF, process stormwater, sanitary wastewater and co -neutralized regenerate. Outfall includes effluent guidelines limits for BOD and TSS and Subpart I priority pollutants. Page 3 of 5 Outfall 002 - Combined outfall. Includes limit for fluoride, instream monitoring for fluoride and effluent monitoring for PFOA. Footnote had optional upstream sampling for PFOA. Internal Outfall 006 was eliminated, the wastewaters from Nafion® we rerouted to the WWTP. December 5, 2007 — Notification of discharge of fluoromalonate from the WWTP clarifier at 0.97 mg/I. December 7, 2015 — Review of DuPont's Qual2K model report, DEQ concurs that relocation will not affect the dissolved oxygen levels in the Cape Fear River. DuPont can proceed with a permit modification request to relocate the discharge. February 26, 2008 — A permit modification was issued to allow the relocation of outfall 002. The proposed outfall location is upstream Lock and Dam 3. July 15, 2008 — Authorization to Construct issued for clarifier #3. August 3, 2009 — DuPont informed the Division that they shut down the Teflon® PMDF manufacturing facility. This process manufactured Teflon using CO2 as the solvent. This process was 0.5% of the influent flow to the WWTP. August 26, 2010— meeting with DuPont and DWM to discuss replacing PFOA with GenX. December 21, 2010 — Authorization to Construct approval to relocate Outfall 002 upstream of Lock and Dam # 3. Signed by Seth Robertson. June 20, 2011— Received Engineer's Certification for the completion of clarifier #3. 2012 Permit renewal: May 2, 2011— DuPont submitted permit renewal application Permit application included the following manufacturing processes: 1. Butacite® manufacturing — produces ButaciteO Interlayer plastic sheeting and polyvinyl butyral resin (PVB). Wastewaters generated are treated in the WWTP. 2. Nafion® manufacturing — produces Nafion® Membrane plastic film, Nafion® resins, FLPR vinyl ether, and HFPO monomer. Wastewaters generated are treated in the WWTP. 3. Polymer processing aides (PPA) manufacturing - no process wastewaters are discharged. 4. SentryGlas® manufacturing — produces SentryGlas® ionoplast interlayer laminate. No process wastewater discharged. 5. PVF manufacturing — polyvinyl fluoride resin. Wastewaters generated are treated in the WWTP. Permit issued February 6, 2012, effective March 1, 2012, expiration October 31, 2016. Permit writer Sergei Chernikov, signed by Tom Belnick. Internal Outfall 001—WWTP, treated process wastewaters from Butacite®, Nafion®, SentryGlas® (Cooling water), and PVF and neutralized regenerate. Outfall includes Effluent Guidelines limits for BOD and TSS and Subpart I priority pollutants. Page 4 of 5 Outfall 002 — combined outfall. Includes PFOA monitoring. Fluoride limit was eliminated based on a Reasonable Potential Analysis. February 25, 2015 — 316(b) preliminary determination letter sent to DuPont. Received response from them on March 9, 2015. June 24, 2015- Meeting between DEQ and Dupont to discuss EPA study that identified a new perfluorinated compound in the Cape Fear Basin. October 28, 2015 - Change in ownership from DuPont to Chemours. Approved and signed by Tom Belnick. February 26, 2016 — Division approved alternative 316(b) schedule requested by Chemours on October 25, 2015 in accordance with 40 CFR 125. 2016 Permit Renewal: May 3, 2016 — Chemours submitted permit renewal application Permit application included the following manufacturing processes: 1. Chemours Fluoromonomers/Nafion® manufacturing — produces Nafion° Membranes, Nafion® polymer dispersions, HFPO monomer and vinyl ether monomers. Wastewaters generated are treated in the WWTP. 2. Chemours Polymer processing aid production- no process wastewaters are discharged, they are collected and shipped off-site. 3. Kuraray Butacite® — produces Butacite interlayer plastic sheeting and and polyvinyl butyral resin. Wastewaters generated are treated in the WWTP. 4. Kuraray SentryGlas® — produces SentryGlas® ionoplast interlayer laminate. No process water generated. Non- contact cooling water is discharged to Outfall 002. 5. DuPont Polyvinyl fluoride (PVF) — produces polyvinyl fluoride resin. Wastewaters generated are treated in the WWTP. Outfalls Description: Internal Outfall 001 is the discharge from the WWTP. The WWTP is a biological treatment system. It receives wastewaters from manufacturing processes, process areas stormwater, sanitary wastewaters, and regenerate from the water demineralization system. Outfall 002 is the outfall to the Cape Fear River. it combines the effluent from internal outfall 001 with non process stormwater and non -contact cooling waters. Page 5 of 5
