The Division of Water Quality (DWQ) greatly appreciates the Association's continued support of the monitoring and the time and expertise contributed by its members. By this letter the DWQ confirms the waiver of in -stream monitoring requirements within your individual NPDES permit in exchange for the MCFBA's monitoring of the basin as specified within the renewed Memorandum of Agreement (MOA) effective July 1, 2013. The agreement identifies the stations, parameters, and frequency of monitoring required of the association in order to maintain the in -stream monitoring waivers for your individual permits. Influent and effluent monitoring requirements are not affected by this waiver. Should your membership in the association be terminated, you must notify DWQ immediately and the in -stream monitoring requirements in your permit will be reinstated. All other terms and conditions in the original permit remain unchanged and in full effect. Skvarla, III Secretary Enclosed please find a copy of the Compliance Evaluation Inspection form from the inspection conducted on April 12, 2013. The Compliance Evaluation Inspection was conducted by Mark Brantley, Environmental Senior Specialist, of the Fayetteville Regional Office. The cooperation of Mr. Jamie Lewis, Grade IV ORC, was greatly appreciated. The facility was found to be in Compliance with permit NC0003573. As a reminder, preservation of the Waters of the State can only be achieved through consistent NPDES Permit compliance. Comments • Facility was clean and neat in appearance at the time of the inspection. • The October 2012 DMR and laboratory records were reviewed and appeared to be in order. • Maintenance records are well kept on a computer work order system. • The effluent outfall relocation project has been completed and the new effluent discharge point appears to be operating as designed. • The new above ground clarifier appears to be working well. At the time of the inspection clarifiers 1 and 2 were nearing completion of a rehabilitation project.
