According to the DMR reports reviewed for the period March 1994 through February 1995, the plant's effluent was in compliance with the NPDES Permits Limits for both pipes .001 and .002. There were some weekly/daily violations for suspended solids and too infrequent reporting for which "NOV's" were issued. 2. The effluent flow meter was checked/calibrated on October 13, 1994 by Fischer and Porter Co. 3. Heritage Laboratory of Charlotte does all of the Permit required analytical work. 4. Upon inspection of the clarifiers overflow weirs, and the facility's effluent, there was no foam or floating objects. Also, the effluent stream was almost lucid with a low level of suspended solids. 5. A discussion was held with the "ORC" and "Back -Up" operators regarding proper methods and locations of "upstream downstream sampling. Also, both permits were reviewed concerning limitations, sampling frequencies, type of and of sampling in order to facilitate a clear understanding by the operators of the provisions of the NPDES PA mit'% _V requirements. Dt��O;p`X Dear Mr. Howard, During the week of November 21, 1994, both BOD -5 and TSS for Outfall 001 were tested once versus 3/week as required by the referenced NPDES permit. During that same week, the Outfall 002 weekly Fluoride analysis was not performed. This noncompliant monitoring was due to our contract laboratory closing Thursday and Friday of that week for Thanksgiving. Our n sample collection days are Tuesday, Wednesday, and Thursday. 1 Wei were not aware of the laboratory's holiday schedule until itj'was-< too late to submit the Wednesday and Thursday samples. n To prevent recurrence of these noncompliances, we have worked closely with our laboratory to ensure that three daily samples 21 are analyzed during the weeks affected by Christmas and New Year's. We are also considering changing to a laboratory whose work schedule does not interfere with our analytical requirements.
