Two hours later, the Outfall 002 pH again droppeRd below ite minimum 6.0 SU for 14 minutes, to a low of 5.9 SU. Both excursions were a result of the same incident. The pH excursions were caused when the BCH Energy Project (Energy Generation Facility), located on leased land within the DuPont site, experienced a release of approximately 12,800 gallons of low -pH water from their deminerialized water regeneration tank. This released water flowed from the BCH facility onto the DuPont site, and ultimately into this site's non - contact wastewater ditch which discharges through Outfall 002. A written follow-up report dated August 15, 1995 from Metric Constructors, the construction contractor for the BCH Project, was submitted to Mr. Michael Wicker of the DEHNR-DEM Fayetteville Regional Office. DuPont & Co., Inc. - Fayetteville Works Bladen County Dear Mr. Johnson: On November 12, 1993, the Division of Environmental Management issued permit number NCO003573 to E.I. DuPont & Co., Inc. Based on your request received June 5, 1995, the language on the supplement to the permit cover page now acknowledges boiler blowdown and once -through cooling water from the BCH Energy Project at outfall 002. This permit modification becomes effective immediately. Also, as previously discussed, approval of any biocidal compounds at outfall 002 is not required since a whole effluent toxicity test is imposed on effluent for outfall 002. All other terms and conditions in the original permit remain unchanged and in full effect. The BCH Project's water discharge will be of like composition and quantity of our existing oil -fired boilers, which will be idled as a result of the successful start-up and operation of the BCH Project. However, there will be five commercial treatment chemicals used by BCH in their cooling tower and boilers. A Form 101 for each chemical is attached, which indicates that the concentration of each chemical in the receiving water is well below the regulated level. Therefore, we are requesting a permit modification to Outfall 002 to include these five chemicals. Our NPDES Permit is due for renewal on May 31, 1996. In our renewal application, we plan to include analysis of Outfall 002 after the start-up of the BCH Energy Project so that the analyzed effluent is representative of what can be expected during the five year life of the permit.
