Noland, Regional Supervisor Department of Environment, Health and Natural Resources Wachovia Building Suite 714 Fayetteville, N.C. 28301 Dear Mr. Noland: November 1711 1989 y 1pV 211989 ENV. MANAGEMENT FAYETTEVILLE PEG, OFFICI This letter documents the telephone call I made to Tommy Stevens early yesterday afternoon concerning aspill of an aqueous inorganic solution which occurred Yesterday morning from Fayetteville Works of DuPont. At approximately 1.0 AM, a nipple on a Kathobar humidification control unit on the roof of our Butacite@ Manufacturing Building broke off due to corrosion. This resulted in the loss of the inventory of that unit --70 gallons of 35% Lithium Chloride and less than 0.5 gallons of 35% Lithium Chromate corrosion inhibitor to the cooling water/stormwater discharge (002). On a dry weight basis, this is equivalent to a discharge of 244# Lithium Chloride and less than 2# Lithium Chromate. Lithium Chloride is not a CERCLA reportable material. Lithium Chromate is a CERCLA material but with a reportable quantity of 10#; so no CERCLA report was necessary or appropriate. The material is completely soluble in water and should have been totally undetectable and inconsequential to river quality. We reported to your office in accord with our policy and implied permit requirement to report whenever we discharge any non -declared material in a significant quantity regardless of toxicity or impact. For approximately one hour, our outfall should have been characterized by the following abnormalities: 12 ppm lithium ion, 60 ppm additional chloride ion and less than 0.2 ppm chromium VI. Followup involves additional inspection, preventive maintenance and evaluating the feasibility of localize& conta nment Please call me if additional information is req Sincer ricott C iV71AL FILE COPC ThomasW.
