On March 28, 1988 the Division of Environmental Management issued you the
subject permit. One of the conditions of the subject permit read as follows:
Upon completion of construction and prior to operation of this permitted
facility, a certification must be received from a professional engineer
certifying that the permitted facility has been installed in accordance
with the requirements of this permit and the approved plans and
specifications. Mail certification to the Permits and Engineering Unit,
P.O. Box 27687, Raleigh, N.C., 27611-7687.
To date, our records show that no certification has been received for the
subject permit. If the permitted facility has been constructed and placed into
operation please submit the required certification immediately. Operation of
the treatment system prior to submission of the required certification is in
violation of your permit and is subject to enforcement action. If the facility
has not been constructed, please contact the Fayetteville Regional Office
at (919)486-1541, so that they can update their records.

Dear Sirs:
In accordance with the instruction in the Authorization
to Construct issued by R. Paul Wilms on 3/28/88 (attached), I
have enclosed the engineering certification attesting that the
construction of the wastewater treatment modification at
Fayetteville Works of E.I. du Pont de Nemours & Co., Inc. in
Bladen County, Permit No. NC003573, was completed in accordance
with approved plans and specifications by the Division.
At the present time, the new aeration tank is operating
under test procedures with the former aeration basin as an
operational standby (i.e. available for aeration service in case
of problems with the new tank system.) Barring problems, this
test status will continue until the end of January, when the
basin will be converted to a sludge digester.

This memo Is in response to DuPont's request for an Engineer's Certification
of the Waste Treatment Addition on Project 5262. The applicable documents
which have been submitted to the State of North Carolina and hence are the
basis of the construction certification are as follows:

Paragraph "Expanded System" of Attachment A — Description and Design
Basis of Expanded Wastewater Treatment Facilities, DuPont Fayetteville
Works, Bladen County, North Carolina.
I inspected the permitted facilities on October 26, 1988. The facilities were
constructed in accordance with the approved plans and specifications as
defined above.
This construction certification does not cover:
a) Design or suitability thereof.
b) Operation of system.
c) Control logic of Network 90 system.
d) Equipment, piping, instrument or electrical component selection.
e) Compliance with codes or standards.
