Impact Justification (Avoidance and Minimization) Specifically describe measures taken to avoid the proposed impacts It may be useful to provide information related to site constraints such as topography, building ordinances, accessibility, and financial viability of the project The applicant may attach drawings of alternative, lower-impact site layouts, and explain why these design options were not feasible Also discuss how impacts were minimized once the desired site plan was developed If applicable, discuss construction techniques to be followed during construction to reduce impacts An in-water construction moratorium will be in effect from March_ 15 to September 30 for anadromous fish and due to the downstream site being designated as a primary nursery area Construction activities will adhere to the guidelines outlined in Precautions For Construction In Areas Which May Be Used By The West Indian Manatee In North Carolina (1996 USFWS) Non-vibration techniques for pile removal work will be utilized to minimize sedimentation into surface waters Turbidity curtains for all in-water work will be utilized from February 15 through March 15 to minimize sedimentation into surface waters this was agreed upon by NCDOT and WRC by email on 12/19/05 Desim Standards in Sensitive Watersheds will also be utilized during demolition of the existing bridge and construction of the new bridge Page 5 of 8 VIII.
