North Charleston, SC 29405 Y_?ppNpsANr3STpRt?`NATERaRANOH SUBJECT: Consistency Certification Submission Status for Proposed Impacts to Approximately 0.81 Acres of Wetlands to Facilitate the Extension of the Runway 22 Safety Area, Craven County (DCM#20080149) Dear Mr. Smail: We received the consistency certification of The LPA Group Incorporated (LPA) on behalf of the Coastal Carolina Regional Airport. ("Applicant") on November 3, 2008 for proposed impacts to 0.81 acres of wetlands to facilitate the extension of the Runway 22 safety area in Craven County, North Carolina. Additionally, The Federal Aviation Administration (FAA) is providing Federal Funding to the Coastal Carolina Regional Airport. The release of Federal assistance is also subject to consistency review. To expedite the consistency review process, this consistency review by DCM will consider both the release of the Federal Assistance and the authorization to initiate construction under the State's coastal management program. The submission was filed complete as of November 3, 2008. Pursuant to the requirements of 15 CFR 930.60, the purpose of this letter is to inform Coastal Carolina Regional Airport, LPA, and the U.S. Army Corps of Engineers (Corps) that the State of North Carolina has initiated commencement of its Federal consistency review. Please be aware that as we continue to review this submission that we may develop questions on the proposed project that will require that the LPA respond through the submission of additional information. At this time, please provide as a PDF document, the environmental assessment that the FAA had prepared for this project. The public review period for this project was initiated on November 4, 2008. The project has been distributed to State agencies that would have a regulatory interest in the proposed activity for review and comment. The public review period will close on December 5, 2008. We intend to make a decision regarding whether the proposed activity would be consistent with the State's coastal program soon after. This allows for DCM to review the final project that may have been modified to incorporate the requirements of the other State agencies. Other required State approvals may include, but are not limited to, a Section 401 Water Quality Certification, an erosion and sediment control plan, a stormwater management plan, and an acceptance of any proposed mitigation by the State's Ecosystem Enhancement Program (EEP). Before DCM makes a final decision on this consistency determination, all of these approvals, as required, must be obtained. Please forward copies of those approvals as they are received to DCM.
