Dear Mr. Dorney:
On June 5, 2008, Duke Energy Carolinas, LLC (Duke) filed with both the North Carolina
Division of Water Quality (NCDWQ) and the South Carolina Department of Health and
Environmental Control (SCDHEC) application packages for Section 401 water quality
certifications of the Catawba-Wateree Hydroelectric Project (Project), which is licensed as
Federal Energy Regulatory Commission (FERC) Project No. 2232. The subject of these
certifications is the continued operation of the Project under a new FERC-issued license
that is consistent with applicable sections of the Catawba-Wateree Comprehensive
Relicensing Agreement (CRA).
Duke advises the NCDWQ that the SCDHEC has requested additional information for the
Quality Assurance Project Plan (QAPP) and that Duke has begun revising the QAPP. In
order that the QAPP in both states remain consistent, Duke will file a revised QAPP with
both states. Duke hopes to finalize and file the revised QAPP in both states by October
19, 2008. All other parts of the application and Supplemental Information Package
previously filed remain unchanged at this time.
