PROJECT SUMMARY: NCDOT proposes to construct a 201'x 6' pedestrian walkway on the west side of Bridge No. 31 on SR 1338, in the Town of Hertford, Perquimans County, North Carolina. ~e NCDOT Bridge No. 31 June 14, 2005 Page 2 PROJECT SETTING Raccoon Creek Bridge (Bridge No. 31) is located along State Road 1338, southeast of the Town of Hertford, in Perquimans County. Raccoon Creek Bridge was constructed in 1958, and is approximately 0.4 miles northwest of US 17. Waters in this area are classified as inland by agreement between the Marine Fisheries Commission and Wildlife Resource Commission. The Division of Environmental Management's water quality classification for the Perquimans and its tributaries is SC (fish propagation). Raccoon Creek is a tributary of the Perquimans River, which feeds into the Albemarle Sound, and falls within the Public Trust Area of Environmental Concern (AEC). The creek is subject to a February 15th to September 30th moratorium for Anadromous Fish. The navigable clearance under the bridge is approximately 6-0", and the water depth in the center of the creek is approximately 10'. The bridge spans a total of 201' with approximately 190' of that crossing water. The existing bridge is a concrete cast multi-span structure with a bituminous surface, sitting on eight concrete capped, wood piled bents. There is riprap along the shoreline under the bridge for erosion control. There are concrete walkways on the northwest and southwest sides of the bridge that fall short of the bridge. On the southern end of the bridge there is a 17' gap with a grassed drainage swale to allow rainwater to drain away from the bridge. On the northern end there is a small 5' x 5' gap between the bridge and the existing concrete walkway, with no drainage swale. Visible aquatic vegetation adjacent to the bridge is limited to water lilies, and none were found within the proposed work area. Vegetation adjacent the bridge approaches are primarily domestic grasses and weeds. Land located immediately adjacent to the bridge is vacant with the exception of the southeast side where an electric substation is located. Nearby uses are primarily residential. While there is no known archeological site within the project area, there is a very old dwelling near the project site that may be considered a historic structure. PROJECT DESCRIPTION The North Carolina Department of Transportation (NCDOT) proposes to construct a 201' x 6' wooded pedestrian walkway on the western side of the Raccoon Creek Bridge (Bridge No. 31). The walkway will be constructed outside of the existing footprint and will shade approximately 1,140 square feet (190' x 6') of Public Trust Area. NCDOT Bridge No. 31 June 14, 2005 Page 3 Construction will include installing ten steel "H" piles adjacent to the bridge, with a vibratory hammer. Steel girders/ piling caps will be bolted to anchors under the bridge, and bolted and spot- welded to the "H" piles adjacent to the bridge. A wooden decking system will be constructed over the steel support system. A 17'x 5' concrete walkway will be installed between the existing concrete walkway and the bridge on the southern side of the bridge. A precast concrete slab will be placed over the grassed drain to maintain flow during heavy rain events. A small 5' x 5' concrete slab will be installed on the northern end of the bridge, and tie in the proposed pedestrian walkway and the existing concrete walkway. Total area of upland fill associated with the concrete placement is approximately 100sf. ANTICIPATED INPACTS • The placement of the pedestrian walkway on the bridge will connect an existing concrete walkway system on either side of the bridge in the Town of Hertford, and create safer passage for pedestrians over the bridge. • The project will involve the shading of approximately 1,140sf of Public Trust Area. • Upland fill consists of approximately 100sf of concrete fill. • Use of a precast concrete slab over the vegetated drain, on the southern end of the bridge, will maintain the existing drainage pattern during rain events. • It is anticipated that there will be temporary localized turbidity within Mill Creek during demolition of the existing bridge. • There should be no long-term negative impact resulting from the construction of this bridge. EASLEY LYNDO TIPPETT GOVERNOR SECRETARY April 19, 2005 Lynn Mathis 1367 U.S. 17 South Elizabeth City, NC 27909 Dear Ms. Mathis, This letter is requesting a major permit be issued for a walkway 6'x 201' on the southwest side of Bridge #31 in Perquimans County over Raccoon Creek that is classified as Public Trust Waters by the Division of Coastal Management. The project is located on SR 1336 approximately 0.4 miles from US 17. NCDOT will drive all ten "H" piles with a hydraulic vibratory hammer using a crane from the bridge deck. All driven piles will be spaced exactly as the existing piles of the bridge. Anchor bolts will be installed on the side of the existing bridge. The walkway caps will bolt to the anchor bolts and bolted and tack welded to the new "H" piles. The timber decking boards will then be bolted to the new caps. A floating barge will be used for bolting and tack welding the caps. Included with this request is the MP-1 form along with a location map and drawings depicted the proposed work. EASLEY LYNDO TIPPETT GOVERNOR SECRETARY May 24, 2005 Lynn Mathis 1367 U.S. 17 South Elizabeth City, NC 27909 Dear Ms. Mathis, This is a follow up letter concerning connecting the existing sidewalk to the proposed walkway bridge in which NCDOT is requesting a major permit be issued for a walkway 6'x 201' on the southwest side of Bridge #31 in Perquimans County over Raccoon Creek that is classified as Public Trust Waters by the Division of Coastal Management. The project is located on SR 1336 approximately 0.4 miles from US 17. NCDOT is proposing to extend the existing concrete sidewalk 17' long x 5' wide on the southwest side of the bridge. A precast concrete slab will be placed over existing concrete flume to allow for drainage to continue under the sidewalk. This will extend the sidewalk over the flume to avoid blocking the drainage. On the northwest side, the existing sidewalk curb and gutter will allow for it to be tied into the new Walkway Bridge. This calls for a 5' x 5' section of sidewalk to be impacting 25-sq. ft. of existing buffer. NCDOT needs to extend the existing walkway into the buffer zone to allow safe passage of pedestrians from the sidewalk to the bridge. Without this design the pedestrian walkway would not comply with design codes and create an unacceptable hazard. The WBS element charge number for this project is 30388.
