HomeMy WebLinkAbout20081172 Ver 1_Other Agency Comments_20080804 o~ < «c;~ AIR North Carolina Wildlife Resources Commission "0' MEMORANDUM TO: Monte Matthews, USACOE Raleigh Regulatory Field Office FROM: Ron Linville, Regional Coordinator / Habitat Conservation Program DATE: August 1, 2008 SUBJECT: SRI 118, Greenwood Circle, Unnamed Tributary Yadkin River, Surry County North Carolina Department of Transportation (NCDOT) proposes to widen and pave SRI 118. Biologists with the North Carolina Wildlife Resources Commission are familiar with habitat values in the area. These comments are provided in accordance with the provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d) and the North Carolina Environmental Policy Act (G. S. I I3A-1 through I I3A-10; NCAC 25). The NCDOT project will impact a total of ten (10) additional feet of stream channel. A temporary dewatering process will be used for the project to allow portions of the project to be done in the dry and to minimize sedimentation and turbidity. The work area is near the Mitchell River Aquatic Habitat Significant Natural Heritage Area No. 573. The project area is not known to support wild trout; however, tributaries in the basin provide significant aquatic nursery areas. Accordingly, proper placement of culverts is paramount. Based on our review of the submittal and our knowledge of area habitats, we will not object to the project as proposed providing aquatic life passage is provided where practicable and stringent sediment and erosion control measures are used.
