Subject: CAMA Major Development Permit Letter of Refinement Request for the
replacement of Bridge No. 6 over Lake Landing Canal on SR 1110, in Hyde County.
Federal Aid Project No. BRZ-1111(3), State Project No. 8.2080101, TIP No. B-3858,
WBS 33305.1.1
Reference: CAMA Permit # 80-06 dated May 5, 2006
Dear Sir:
The purpose of this letter is to request a letter of refinement for the above mentioned CAMA Permit.
The North Carolina Department of Transportation (NCDOT) has completed the replacement of
Bridge No. 6 on SR 1110 over Lake Landing Canal in Hyde County.
In the NCDOT CAMA Major Development Permit Application for project TIP# B-3858 dated
January 6, 2006, the following was proposed in the mitigation section:
"On-site mitigation has been proposed to compensate for the 75 linear feet of jurisdictional stream
impact. Please see attached restoration plan for more information. In the event on site mitigation is
not approved, the Ecosystem Enhancement Program has accepted 80 feet of permanent jurisdictional
stream impact for this project and is attached to this application."
However, CAMA permit #80-06 additional condition #21 (pg. 3) states:
"As proposed by the permittee, compensatory mitigation for impacts to open water areas incurred by
this project shall include 80 feet of stream in accordance with the letter dated 11130105 from the
Ecosystem Enhancement Program (EEP), and on-site restoration as described in the document dated
12/19/05 and titled "Restoration Plan for the UT to Lake Landing Canal at Bridge No. 6 on SR 1110
Federal Aid Project No. BRZ-1111(3), WBS No. 33305.1.1 TIP B-3858, Hyde County"."

As on-site mitigation has already been completed, we are requesting the above stated condition to
clarified to allow either on-site mitigation or off-site mitigation, as the original mitigation plan
proposed in the permit application.
