Dear Mr. Thorpe:
Reference the Department of the Army (DA) permit issued to you on December 31, 2000,
to place fill material into 40.85 acres of waters of the United States, including 37.48 acres of
Section 404 wetlands and 4,111 linear feet of stream, for construction of a proposed new
location, four-lane divided freeway (US 117) from Goldsboro to Wilson, Wayne and Wilson
Counties, North Carolina (TIP R-1030). Also reference the permit modification dated August
16, 2001, to change the proposed wetland mitigation for the proposed project from the Gurley
Mitigation Site in Green County and the Wiggins Mill Mitigation Site (WMMS) in Wilson
County to the WMMS exclusively.
Reference an additional permit modification request dated November 26, 2007, to change
the proposed stream mitigation Special Conditions V and Y for the proposed project from
WMMS in Wilson County and Site VII Mitigation Site in Wayne County to the WMMS
exclusively.
This modification request was discussed and coordinated with the appropriate State and
Federal agencies. No objections to this modification request were received. Therefore, the
permit is hereby modified in accordance with the specific work activities described above. It is
understood that all conditions of the original permit remain applicable and that the expiration
date is unchanged.
