HomeMy WebLinkAbout20080305 Ver 1_WRC Comments_20080222® North Carolina Wildlife Resources Commission 0 MEMORANDUM TO: Monte Matthews, USACOE Raleigh Regulatory Field Office FROM: Ron Linville, Regional Coordinator Habitat Conservation Program DATE: February 22, 2008 SUBJECT: SR1301, Bridge 61, Old North Road, Blair Fork, B-5012, DWQ No. 20080305, Caldwell County Although this is indicated as a North Carolina Department of Transportation (NCDOT) TIP project, the Town of Lenoir is requesting federal 404 and state 401 approvals. Biologists with the North Carolina Wildlife Resources Commission are familiar with habitat values in the area. These comments are provided in accordance with the provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d) and the North Carolina Environmental Policy Act (G.S. 113A-1 through 113A-10; NCAC 25). The project will replace a 60-foot bridge that was removed due to severe flood damage in 2004. Impacts from the bridge project include 70 linear feet of stabilization and 20-linear feet of temporary staging. Based on our review of the submittal and our knowledge of area habitats, we will not object to the project. We recommend the following for the project: 1. Stringent erosion control measures should be installed where soil is disturbed and maintained until project completion. Sediment and erosion control measures should adhere to the design standards for sensitive watersheds (15A NCAC 4B .0024) due to impaired waters in the area and rare species downstream. 2. All work must be accomplished so that wet concrete and petroleum pollutants will not contact stream water. 3. Post construction stormwater runoff from the bridge and its approaches, including any curbing and guttering discharges should be directed to vegetated areas. Allowing sediment and erosion control measures to remain in place and naturalize may provide additional protective measures.
