This wetland is an isolated upper Coastal Plain wetland located near Highway 1-95 in
Smithfield. It has been cut-over and now consist of early successional wetland
species and a few remnants of what was once a very nice black gum dominated
wetland.
Scirpus cyperinus, Cyrilla racemiflora, Magnolia virginiana, and Carex spp were
prominent. Several years ago the RRO visited this site. After this visit (with the road
foot print already installed), the project was placed on hold. This was due to the
applicant's difficulty addressing stormwater requirements.
Included with this current application is a proposal to avoid impacts to significant
portions of the remaining wetlands and construct a wet retention pond off site (but
downstream) to address stormwater concerns. (a significant improvement from the
initial application). Please note total impact total just under 1 acre.
It is my recommendation that the project be issued with the following stipulations:
1) that stormwater from sufficient surface area (parking lots and roof tops) are diverted
into the wetland to maintain the hydrology and allow the wetland to provide water
quality function. This is critical, due to topographic constraints. That is,large portion of
the site will not readily drain (via stormwater pips ) into the wetland. Hence the off site
stormwater pond. Also, it should be required by some sort of agreement that the
stormwater drains be maintained such that water is not diverted away form the
wetland.
2) require that the off site stormwater pond be designed to the stormwater groups
guidelines ... Further, this stormwater pond will have to be maintained and properly
managed. It is not on the main project site and it is unclear who will be the owner of
this structure . The Division should require some kind of commitment for its operation
by the applicant.
